About this opportunity

The City of Austin, Austin Public Health (APH) has issued Request for Proposals (RFP 9100 JOG3030) seeking a qualified contractor to provide comprehensive Revenue Cycle Management (RCM) services, including professional medical billing, coding, credentialing, compliance support, denial management, and financial performance reporting. This is a performance-based procurement classified under NIGP Commodity Code 94610 (Accounting and Billing Services), with proposals due May 26, 2026, at 2:00 PM CST and offer opening at 3:00 PM CST the same day. Questions must be submitted by May 11, 2026, at 2:00 PM CST via email only, and no pre-offer conference or site visit is planned. Minimum qualifications require at least five years of RCM experience, preferably with public health or government clients, along with demonstrated experience using eClinicalWorks (eCW) or similar Electronic Health Records systems, current HIPAA certification, RCM credentials, compliance training, and cybersecurity certifications. Evaluation will be based on Best Value to the City across four primary criteria: Qualifications, Experience, and References (25 points); Technical Approach (35 points); Net Collection Rate Proposal (20 points); and optional Local Business Preference and Small Business Preference designations (up to 10 points each). The contract includes an initial 12-month term with options for the City to extend automatically for up to four additional 12-month periods, and all proposals must be submitted electronically through the City's Austin Finance Online system using the eResponse function.

This procurement is open to all qualified contractors meeting the stated requirements; however, the City of Austin's Local Business Preference and Small Business Preference Procurement Programs are available to eligible offerors, though no mandatory subcontracting goals or Minority-Owned/Women-Owned Business Enterprise set-asides have been assigned to this solicitation due to insufficient subcontracting opportunities and limited availability of certified minority and women-owned business enterprises. Contractors handling protected health information must execute a HIPAA Business Associate Certification affirming compliance with privacy, security, and breach notification requirements. The pricing structure is entirely performance-based, with contractor compensation based on a percentage of net collections, meaning no upfront payments or guaranteed minimums will be provided by the City; payment is directly contingent on revenue successfully recovered through billing activities. The annual net collections estimate used for evaluation purposes is $200,000, and offerors must clearly define their proposed net collection rate percentage and methodology, including any conditions, exceptions, or additional fees, with pricing being all-inclusive of administrative costs, overhead, labor, tools, travel, and equipment necessary to perform services in the Austin, Texas area. Contractors must complete City of Austin Wage Theft Training within 30 days of contract award and comply with extensive certifications including non-debarment status, anti-lobbying ordinances, LGBTQ+ protections, firearm non-discrimination provisions (if employing 10+ full-time employees), and critical infrastructure protection requirements under the Lone Star Infrastructure Protection Act. All offers are valid for 180 calendar days following the RFP closing date, with materials submitted subject to public disclosure under the Texas Public Information Act, except portions marked as "Proprietary" protected to the extent allowed by law.
