About this file

This is an Offer Sheet for RFP 9100 JOG3030 issued by the City of Austin, Austin Public Health, seeking a qualified contractor to provide comprehensive Revenue Cycle Management services, including professional medical billing, coding, credentialing, compliance support, denial management, and financial performance reporting. The solicitation is designated as "APH Medical Billing and Coding Revenue" and the offer sheet serves as the formal binding document through which offerors submit their proposals and certify compliance with all applicable terms and conditions of the solicitation. While the file does not specify explicit response deadlines, site visits, bidder conferences, or award dates, it establishes that all employers awarded contracts are required to complete the City of Austin Wage Theft Training within 30 days of contract execution.

The offer sheet contains extensive certification and compliance requirements that offerors must satisfy to be considered for award, including attestations regarding non-debarment status, absence of collusion, compliance with anti-lobbying ordinances, adherence to LGBTQ+ protections, verification of non-boycott of Israel, and compliance with critical infrastructure protection requirements under the Lone Star Infrastructure Protection Act. Offerors must also certify compliance with firearm non-discrimination and energy company non-boycott provisions if they employ 10 or more full-time employees. The City of Austin's Local Business Preference and Small Business Preference Procurement Programs are available to eligible offerors, though no mandatory subcontracting goals have been assigned to this solicitation due to insufficient subcontracting opportunities and limited availability of certified minority and women-owned business enterprises. Additionally, offerors handling protected health information must execute a HIPAA Business Associate Certification affirming compliance with privacy, security, and breach notification requirements under the Health Insurance Portability and Accountability Act.
