About this file

This Solicitation Addendum No. 1, issued May 21, 2026, modifies RFP 9100 JOG3030 for Revenue Cycle Management services with the City of Austin, Austin Public Health (APH). The addendum extends the proposal due date to June 9, 2026, at 2:00 PM CST and provides clarifications on scope, current operations, and service expansion plans. APH currently operates four clinic locations plus mobile operations and public health nursing services, with current in-house billing managed by one full-time equivalent staff member using eClinicalWorks (eCW) as the EMR system and Cognizant (Trizetto) as the clearinghouse. The requested services encompass comprehensive RCM functions including medical billing, coding, verification, charge capture, claims submission, payment posting, denial management, credentialing, and compliance support. Current monthly claim volumes average 76 for the Immunization Program and 167 for the Refugee Clinic, with collections of $25,306.09 and $49,293.65 respectively over the past 12 months. APH plans to expand billing services within 6-12 months to include the Sexual Health Clinic, TB Clinic, Family Connects, Mother Infant Outreach Program, and Public Health Nursing services. The contract includes an initial 12-month term with options for four additional 12-month renewal periods, with estimated contract execution and service commencement scheduled for late 2026 utilizing a phased implementation methodology.

The pricing structure is entirely performance-based, with compensation determined as a percentage of net collections rather than fixed fees or retainers, with the Annual Net Collections Estimate corrected in Version 2 to $2,000,000 for proposal evaluation purposes. All services must be delivered by U.S.-based personnel with no offshore or remote work permitted. Current payer mix includes Point of Comfort Medicaid (58% of Refugee clinic), traditional Medicaid (42% of Refugee clinic), and Medicaid (13.6% of Immunization program) with 86.4% self-pay for immunizations; Medicare claims represent minimal volume at two claims totaling $241.41. Aged trial balance data shows 33 claims in the 0-30 day category and 3 claims in the 31-60 day category with none exceeding 60 days. The addendum includes comprehensive question-and-answer responses addressing staffing levels, system integrations, credentialing platforms (PECOS and PEMS), claim submission methods (100% electronic for Medicaid and Point of Comfort; 50% electronic and 50% paper for Medicare), denial data with primary CARC/RARC codes (P26, P27, 01163, CO-197, N77, CO16), and integration requirements with eClinicalWorks using standard healthcare interoperability methods including HL7, SFTP batch exchange, and secure APIs. Contractors must execute a HIPAA Business Associate Certification, obtain current RCM credentials and compliance training, and acknowledge that final operational scope, transaction volumes, and performance baselines will be validated during discovery and contract finalization.
