About this file
This is a Request for Proposal (RFP) bid sheet from the City of Austin, Texas, specifically for the Austin Public Health department's Revenue Cycle Management services. The solicitation (RFP 9100 JOG3030) seeks a qualified contractor to provide comprehensive professional medical billing and coding services. The scope of work encompasses revenue cycle management including billing, coding, credentialing, compliance support, denial management, and financial performance reporting. The bid sheet does not specify response dates, due dates, site visits, bidder conferences, award dates, or contract term information; these details are presumably contained in separate solicitation documents.
The pricing structure is entirely performance-based, with contractors required to propose a percentage of net collections as their compensation for services rendered. No upfront payments or guaranteed minimums will be provided by the City; contractor payment is directly contingent on revenue successfully recovered or collected through billing activities. The annual net collections estimate used for evaluation purposes is $200,000, and offerors must clearly define their proposed net collection rate percentage and the methodology used to calculate it, including any conditions, exceptions, or additional fees. Contractors must provide an integration fee if applicable. All pricing is all-inclusive and must cover administrative costs, overhead, labor, tools, travel, and equipment necessary to perform services in the Austin, Texas area. The City reserves the right to make single or multiple awards based on overall cost, individual line items, or criteria deemed most advantageous to the City.
