About this file
This is Solicitation Addendum No. 2 issued by the City of Austin, Austin Financial Services—Central Procurement, dated June 2, 2026, for RFP 9100 JOG3030 concerning Revenue Cycle Management services for Austin Public Health. The addendum addresses three questions and answers regarding system requirements and contractor qualifications. The City currently uses eClinicalWorks (eCW) as its Electronic Health Record system and does not currently employ a separate coding platform or Computer-Assisted Coding capability. Proposals were due May 26, 2026, at 2:00 PM CST with offer opening at 3:00 PM CST. The contract includes an initial 12-month term with options for the City to extend automatically for up to four additional 12-month periods. Questions were required to be submitted by May 11, 2026, at 2:00 PM CST via email, and no pre-offer conference or site visit was planned.
The addendum clarifies that contractors must independently meet SOC 2 compliance requirements; certification of a contractor's data centers alone does not satisfy this requirement. The City remains open to contractor-provided clearinghouse services for claim processing, provided the proposed solution meets all solicitation requirements including security, privacy, interoperability, reporting, performance, and data exchange standards, with the contractor required to identify any third-party clearinghouse, describe associated workflows and responsibilities, and allow City evaluation for acceptability. The pricing structure is entirely performance-based, with contractor compensation calculated as a percentage of net collections with no guaranteed minimums. Offerors must acknowledge receipt of this addendum by including one signed copy with their proposal submission prior to the solicitation closing date, or face potential rejection of their offer.

SOLICITATION ADDENDUM
AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT
Revised 10/01/2024
Solicitation: RFP 9100 JOG3030 Addendum No: 2 Date: June 2, 2026
This addendum is to incorporate the following changes to the above referenced solicitation:
1.0 Questions:
Q1: What is the EHR, Coding Platform and encoder is currently used? And, is that encoder CAC enabled?
A1: The City currently utilizes eClinicalWorks (eCW) as its Electronic Health Record (EHR) system. The City does not currently use a separate coding platform or encoder. Therefore, Computer-Assisted Coding (CAC) is not currently enabled.
Q2: If a Contractor is not SOC 2 certified, but our data centers are—is that sufficient to meet the SOC 2 requirements?
A2: No. If the solicitation requires SOC 2 compliance or attestation of the Contractor's services, certification or attestation of the data center alone would not satisfy the requirement. The Contractor must demonstrate compliance with the solicitation's security requirements for the services being provided. Equivalent documentation may be considered if permitted by the solicitation and evaluated by the City.
Q3: If a Contractor can use its own clearinghouse for claim processing, is the City open to this?
A3: The City is open to Contractor-provided clearinghouse services, provided that the proposed solution meets all solicitation requirements, including security, privacy, interoperability, reporting, performance, and data exchange requirements. The Contractor must clearly identify any third-party clearinghouse utilized and describe associated workflows, interfaces, responsibilities, and costs. The City reserves the right to evaluate the proposed clearinghouse and determine its acceptability as part of the evaluation process.
2.0 ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME.
