About this opportunity

Macon Water Authority is soliciting sealed proposals for AMR meter replacement and MIU installation services covering approximately 40,997 water meters, with proposals due February 2, 2022, and an anticipated Notice of Award on March 4, 2022. The project is funded through the Clean Water State Revolving Fund (CWSRF) and carries a collective DBE/WBE good faith goal of 10%.

The scope spans program management services, field supervision, replacement of existing meters with Neptune T-10 meters, and installation of Neptune MIUs across the Authority's service area. Meters are predominantly residential and irrigation-type ranging from 5/8" to 1" and located in meter pits. The project is structured in three phases: a start-up phase, a 100-day test phase, and a 24-month installation phase. Contractors must perform drive-by read testing for all MIUs prior to billing for installations, provide one-year warranty coverage, and conduct service-line analysis on both sides of the meter. The Authority will provide warehouse and staging space, replacement lids with pre-drilled antenna holes, meter inventory, and administrative support; contractors must carry Materials & Equipment Floater insurance and obtain any required state or local licenses.

Minimum qualifications are ten years in business and documentation of at least five AMR/AMI installations of similar size within the past eight years, with the project manager having overseen at least five successful AMR/AMI projects. Valid licenses of proper classification for all work performed are required. Proposers must submit technical proposals (maximum 20 pages) and financial proposals in separate sealed volumes, with bid security of at least 10 percent of total costs. All prices must be firm for 180 calendar days from RFP closing. Performance and payment bonds at 100 percent of contract value are required upon award. The project is subject to American Iron and Steel requirements under the Consolidated Appropriations Act of 2014. Evaluation is based on technical merit (scored up to 1,000 points with a 600-point minimum threshold) and cost, with award to the highest-ranked proposer offering the best value. A non-mandatory pre-proposal meeting was held January 12, 2022. Questions were due January 19, 2022. Presentations and interviews are scheduled for February 21–24, 2022, with Board recommendation on March 3, 2022. Three proposals were received from OLAMeter Corporation, Concord Environmental Energy, and RTS Water Solutions.
