Summary

This is a Request for Proposals (RFP) document issued by the Macon Water Authority in Georgia for AMR Meter Replacement and MIU Installation Services. The project encompasses program management services including overall project management and installation planning/scheduling, as well as installation services including field supervision, water meter and AMR radio transmitter installations, customer service, public outreach implementation, and installation data management. The Authority is seeking qualified respondents to replace meters, lids, and install MIU radio transmitters for selected accounts within the Authority's service area, with priorities including integration with Authority systems for data exchange, timely completion to minimize customer disruption, and transition support from manual meter reading to automated meter reading (AMR) business processes. A non-mandatory pre-proposal conference was scheduled for January 12, 2022, at 2:00 PM EST via Zoom or Microsoft Teams. The deadline for proposer questions was January 19, 2022, at 2:00 PM EST. Sealed proposals were due by February 2, 2022, at 2:00 PM EST at the Macon Water Authority offices located at 790 Second Street, Macon, Georgia 31202-0108. Presentations and interviews were anticipated for February 21-24, 2022, with a recommendation of award to the Board scheduled for March 3, 2022, and an anticipated Notice of Award date of February 18, 2022. Contract terms and pricing shall be firm for 180 calendar days from the RFP closing date.

Proposals must be submitted in two separate sealed volumes: Volume I (Technical Proposal, maximum 20 pages) and Volume II (Financial Proposal). All prices in the Payment Item Schedule must include labor, materials, tools, equipment, services, all applicable taxes, insurance, bonding, permits, and all other costs necessary to perform the work. A bid security in the form of a cashier's check, certified check, or bidder's bond is required in an amount not less than 10 percent of total costs. Performance and payment bonds in the amount of 100 percent of the total contract value will be required upon award. This project is subject to Disadvantaged Business Enterprise (DBE) requirements under EPA guidelines, requiring proposers to demonstrate good faith efforts in outreach to DBE firms for subcontracting opportunities. The project is also subject to American Iron and Steel requirements under the Consolidated Appropriations Act of 2014, requiring compliance with domestic sourcing standards for iron and steel products. The project is funded through the Clean Water State Revolving Fund (CWSRF) program. Proposers are evaluated based on technical merit and cost, with contract award to be made to the highest-ranked proposer determined to have the best value solution meeting the Authority's needs.
