About this file

This Addenda #1 document addresses proposer questions regarding the Macon Water Authority's Request for Proposals for AMR Meter Replacement and MIU Installation Services. The project involves the replacement of existing meters with Neptune T-10 meters and installation of Neptune MIUs across the Macon Water Authority service area, with the majority of meters being residential and irrigation-type meters ranging from 5/8" to 1". All meters will be located in meter pits. The anticipated Notice of Award date is March 4, 2022, with a project duration of twenty-four (24) months. A non-mandatory pre-proposal meeting was scheduled for January 12, 2022, and sealed proposals were due by 2:00 p.m. on February 2, 2022. The Authority will provide a warehouse and staging area at 951 5th Street, Macon, Georgia 31202, along with contact center services, replacement lids with pre-drilled holes for antennas, specific existing meter information by address, and assistance in locating difficult-to-locate meters. The contractor shall possess valid licenses of proper classification for all work performed, and the Authority will perform any installations deemed too difficult or unable to be located by the contractor.

The DBE/WBE good faith goal is established at 10% collectively. Proposers must demonstrate ten years in business as a going concern and provide documentation of completion of at least five (5) meter AMR/AMI installations of similar size within the past eight years. The Authority will provide all materials required for installation, including inventory, warehousing, and administrative space; however, Materials & Equipment Floater insurance is still required as possession of equipment will transfer to the contractor prior to installation. The Authority will provide the AMR Mobile Data Collector for drive-by testing and will inspect all work completed by the contractor. Proposers are responsible for assessing service line types and obtaining any state or local licenses required for the work. An Excel-formatted Payment Item Schedule is available upon request from the Authority's Administrative Contact, Harold Blevins, at hblevins@maconwater.org or (478) 464-5625.
