About this file

This addendum document issued by the Macon Water Authority details the preproposal conference held on January 12, 2022, for the Request for Proposals regarding AMR Meter Replacement and MIU Installation Services. The project involves the replacement of approximately 41,000 Neptune T10 5/8" and 1" water meters located in meter pits and installation of Meter Interface Units (MIUs) with AMR (Automated Meter Reading) capabilities. The project is structured in three phases: a start-up phase, a 100-day test phase, and a 24-month installation phase. The RFP was released on December 15, 2021, with a preproposal conference conducted on January 12, 2022. Proposers were required to submit questions and clarifications by January 19, 2022, with sealed proposals due February 2, 2022, at 2:00 p.m. EST. Presentations and interviews were scheduled for February 21-24, 2022, with board recommendation of award on March 3, 2022, and anticipated notice of award on March 4, 2022.

Installation services required include field supervision, water meter and AMR radio transmitter installation, service line analysis on both sides of the meter, AMR drive-by reading tests for all MIUs, assessment of non-reporting MIUs, CIS integration and data management, and a one-year installation warranty. Proposers must meet minimum requirements including documentation of at least five AMR/AMI installations of similar size within the past eight years, evidence that the project manager oversaw at least five successful AMR/AMI projects, and proof that the contractor has been in business for at least ten years. The procurement includes Disadvantaged Business Enterprise (DBE) goals of 10% minority participation and 10% female participation annually, in accordance with Georgia's State Revolving Loan Fund requirements. Evaluation will be based on technical proposals scored up to 1,000 points with a 600-point minimum threshold, with the preferred proposer selected based on the lowest cost per technical point calculation. The addendum lists thirteen firms and individuals who attended the preproposal conference, including representatives from Concord, Envocore, Metals & Materials Engineers LLC, Olameter, PMI, and Vanguard Utility Services Inc.
