About this file

This Addendum #3, issued by the Macon Water Authority in Georgia on January 24, 2022, provides responses to 25 potential proposer questions regarding the Request for Proposals for AMR Meter Replacement and MIU Installation Services. The project involves the replacement of approximately 40,997 water meters with Automated Meter Reading (AMR) equipment and Mobile Interface Unit (MIU) installation across the Authority's service area. The scope includes a Start-Up Phase for equipment and system establishment, followed by an Installation Phase with anticipated minimal downtime (approximately one week) between phases pending data quality confirmation. Installation work must progress on a per-route basis using Authority-approved schedules, with all meters located in meter pits rather than confined spaces. The proposal deadline was February 2, 2022, with a non-mandatory pre-proposal meeting scheduled for January 12, 2022.

Key contractual requirements clarified in this addendum include that contractors are not required to utilize unionized personnel or perform appointment calls; the Authority will provide meter lids with holes, meter boxes, and account-specific notes including access and safety alerts; and contractors must perform drive-by read testing for all MIUs prior to billing for installations. Compensation for completed installations occurs only following two consecutive successful monthly billing periods. Warranty work related to defective equipment must be covered within the installation labor rate, and contractors should budget for mandatory Authority-hosted orientation training lasting one day per installation employee. Contractors may not add new line items to the pricing schedule but may include comments in the designated section for pricing notes and clarifications regarding extra work requests, which require Authority approval on a case-by-case basis.

Response: The requested information is not required for proposals.

23. (General) It is our understanding that the in-field service requirement is to be contiguous (Ref: premise-to-premise), versus sporadically located throughout the Authority’s service area. Please confirm, or if our understanding is incorrect, please provide additional supporting details here.

Response: Section G.2.2.4 Installation phase describes, “The Installation Phase shall progress on a per-route basis using a schedule that has been agreed to by the Authority.”
