About this file

This document is a Certification of Compliance form issued by the Madison County Mass Transit District for the Alton Driver Relief Facility project (IFB 26-1-24600R1), a federally funded construction rebid located at 600 Piasa Street, Alton, Illinois. The form requires bidders to acknowledge and certify compliance with the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232, Section 889), which prohibits the District from procuring certain "covered telecommunications equipment or services" in federally assisted procurements. Bidders must represent and warrant that they have conducted a due diligence review of their supply chain and will not provide any covered telecommunications equipment or services that would cause the District to violate the Act's prohibition.

The certification form requires bidder signatures and company information, establishing a contractual acknowledgment of compliance obligations prior to bid submission. This compliance requirement reflects the federal funding source for the project and represents a standard condition for participation in federally assisted procurements involving telecommunications components, which are anticipated as part of the scope including new access control and video surveillance systems for the facility addition and adjacent bus station structure.

Certification of Compliance with the John S. McCain National Defense Authorization Act

The bidder/proposer or offeror hereby acknowledges that the John S. McCain National Defense

Authorization Act for Fiscal Year 2019, Pub. L. 115232, § 889 (Aug. 13, 2018) (the Act) prohibits the Madison County Mass Transit District (District) from procuring certain '"covered telecommunications equipment or services," as defined in the Act, in federally assisted procurements and that the instant procurement is a federally assisted procurement subject to that prohibition. Bidder/proposer or offeror represents and warrants that it has performed a due diligence review of its supply chain and that no such "covered telecommunications equipment or services" shall be provided to the District that would cause the District to be in violation of the prohibition contained in the Act.
