About this file

This is a Project Manual for the MCT Alton Driver Relief Facility, a construction project issued for re-bid on October 28, 2026, by the Madison County Mass Transit District (MCT) in Alton, Illinois. The project involves construction of an 872-square-foot building addition featuring a driver lounge, kitchenette, mechanical and storage rooms, and circulation space, connected to an existing 785-square-foot facility. The addition will match the existing structure with concrete masonry unit walls, brick veneer, cast stone banding and sills, glass block windows, and cast stone wall caps, with a slate roof over light-gauge metal trusses. Site improvements include new parking stalls along a brick retaining wall, modifications to existing concrete and brick patio, and a new concrete ramp. The scope additionally includes new access control and video surveillance systems, modifications to existing mechanical space, and construction of an outdoor mechanical enclosure for HVAC equipment. The project is federally funded and located at 600 Piasa St., Alton, Illinois 62002. Contractor work hours are limited to 7:00 a.m. to 5:00 p.m., Monday through Friday, with two weeks' notice required prior to on-site work and two business days' notice for final coordination. The Project Manual contains comprehensive specifications across 33 divisions covering general requirements, demolition, concrete, masonry, metals, carpentry, thermal protection, openings, finishes, plumbing, HVAC, electrical, and site work.

The Contract Documents require submission of a Schedule of Values coordinated with the Contractor's construction schedule, with Applications for Payment due by the fifth day of each month. Allowances include $25,000 for Ameren service upgrade and $11,000 for local, state, and federal permits and fees. The Contractor must provide a comprehensive construction schedule using Microsoft Project software, submit initial and periodic construction photographs and video documentation, and maintain detailed daily construction reports. Design professionals of record include AAIC Inc. as Architect, Juneau Associates as Civil Engineer, Fendrich Engineering as Structural Engineer, and RTM Engineering providing plumbing, HVAC, and electrical engineering. The project requires coordination with ongoing bus station operations throughout construction, with the Contractor responsible for maintaining clear access to driveways, entrances, and bus routes. Employee identification tags and drug and background screening are mandatory. All submittals require 15 days for initial review, with provision for resubmittals. The Contract requires compliance with federal provisions regarding recycled products and various construction quality standards outlined in the Division 01 General Requirements sections.
