About this file

This document contains bid submittal instructions for the Madison County Mass Transit District's Alton Driver Relief Facility project (No. 26-1-24600R1), a federally funded construction project in Illinois. The project involves constructing an 872-square-foot building addition to an existing facility at 600 Piasa Street in Alton, Illinois, featuring a driver lounge, kitchenette, mechanical/storage room, and circulation space. The addition will connect to an existing 785-square-foot building and match existing architectural elements including block CMU walls, brick veneer, cast stone details, and a slate roof. Site improvements include new parking stalls, patio modifications, a concrete ramp, and new access control and video surveillance systems. Bids must be submitted electronically through the Bonfire portal (mct-act.bonfirehub.com) by the specified deadline, with public bid opening at the Madison County Transit Administration Building in Pontoon Beach, Illinois. The as-read bid tabulation will be publicly available within 24 hours of the bid deadline.

Bidders must submit required forms in PDF or Excel format, including the Solicitation and Offer Form, Bid Price Form, and all required certifications (Federal Tax Liability and Convictions, Lobbying, Buy America, and McCain National Defense Authorization Act compliance). A bid bond or certified check equal to five percent of the total bid price is required, with checks to be received in a sealed envelope prior to the bid deadline. Bids may not be withdrawn for 90 days after opening without the Owner's written consent. The lowest responsive bidder must submit pre-award information including the project manager's qualifications, implementation schedule, IDOT prequalification documentation, subcontractor list, references, and financial information demonstrating capacity to finance and maintain cash flow. Contractors must be IDOT prequalified for applicable work categories at the time of bid opening. The Owner reserves the right to reject any and all bids and will notify bidders of any subcontractor disapprovals within a reasonable timeframe.
