About this opportunity

Scottsdale Unified School District #48 in Maricopa County, Arizona issued Request for Proposal #27003 to procure alarm monitoring and repair services for the school district's 29 facilities serving approximately 22,000 students and 3,800 employees. The District seeks to establish a contract with one or more qualified vendors to provide 24-hour, 7-day-per-week monitoring and repair services for 101 security panels, fire alarm panels, and elevator systems across 15 elementary schools, 3 K-8 schools, 6 middle schools, 5 high schools, the district office, and various support facilities. The successful vendor must be a factory-authorized DMP Dealer with capability to support Radionics and Bosch Rad equipment, be located within the Phoenix metropolitan area, and absorb all setup costs while providing real-time monitoring accessible via Internet or phone, daily reporting of alarm conditions and system status, remote editing capabilities for District technicians, and coordination with local fire departments and security personnel. The contract will run from July 1, 2026 through June 30, 2027, with options to renew for up to four additional one-year terms through June 30, 2031, contingent upon satisfactory performance and available funding. Proposals must be submitted electronically through the Bonfire Procurement Portal by April 28, 2026 at 1:00 p.m. Arizona Time, with written questions due by April 21, 2026 at 1:00 p.m. Arizona Time. The District will evaluate proposals using a 1,000-point scoring system: Cost (350 points), Firm Experience and Qualification (250 points), References (200 points), Additional Services and Expertise (150 points), and Compliance to Proposal (50 points), with the District reserving the right to conduct interviews and demonstrations with top-selected vendors and negotiate with firms determined most likely to meet requirements. The District anticipates awarding the contract at a Governing Board meeting in June 2026, with Notice of Award letters issued that same month.

The District has not designated set-asides for disadvantaged enterprises or restricted responses to specific organization types; however, all vendors must comply with state and federal requirements including E-Verify employment eligibility verification, Arizona's employment verification statutes, the Americans with Disabilities Act, export control compliance, Israel boycott divestment provisions, and federal immigration and nationality laws. Prospective vendors must submit references from a minimum of three organizations, preferably local school districts and governmental agencies, and vendors must provide familial relationship disclosures to prevent conflicts of interest with District Governing Board members, the Superintendent, or District employees. Additionally, vendors must maintain comprehensive general liability insurance with minimum limits of $1,000,000 per occurrence and aggregate coverage, obtain workers' compensation and employer's liability insurance, comply with minimum wage requirements, and provide drug and alcohol testing, fingerprint checks, reference checks, and background checks for all employees before service delivery. Pricing must be firm for the initial contract term and all renewal periods, with vendors required to prorate costs for future system expansions at an average per-site cost for the remaining contract period; the District makes no guarantees regarding the volume of services required throughout the contract term and reserves the right to cancel with 30 days' written notice. The RFP does not specify an award value or budget range for these services.
