About this opportunity

The City of Austin, Texas, is issuing Invitation for Bid (IFB) 8100 SAR1015 for a new five-year window washing and related services contract to support Austin-Bergstrom International Airport (AUS) operations and future expansion projects. The procurement encompasses comprehensive interior and exterior window cleaning services across the Barbara Jordan Terminal and other campus buildings, including cleaning of window frames, windowsills, mullions, ledges, screens, and high-dusting for interior surfaces. The scope covers approximately 260,000 square feet of glass surface distributed across the terminal's four levels, including baggage claim, concourse, ticketing, mezzanine, security checkpoints, customs areas, catwalks, and satellite buildings, with an estimated annual window cleaning demand of approximately 1,459,570 square feet across all locations. The contractor must demonstrate a minimum of three years of commercial window cleaning experience within the past six years using powered platforms for high-rise building maintenance, possess all required permits and licenses, provide at least three verifiable customer references from work completed within the last five years, and ensure all employees and subcontractor personnel obtain Airport Security Badges following a ten-year criminal background investigation and security threat assessment. Pricing is structured on fixed unit rates per square foot for internal window cleaning and flat rates for external cleaning, with all costs being all-inclusive of labor, materials, equipment rental, transportation, setup, and related expenses with no additional fees permitted. The initial contract term is 36 months with two optional 12-month renewal periods at the City's discretion, and cleaning schedules are coordinated with airport operations, including specialized shift requirements such as baggage claim work from midnight to 6:00 a.m. and mezzanine/skylight work from 10:00 p.m. to 4:00 a.m. A mandatory pre-offer conference and site visit is scheduled for Tuesday, May 5, 2026, from 8:00 a.m. to noon Central Time at the Austin Aviation Consolidated Maintenance Facility, with required RSVP by Friday, May 1, 2026, at 5:00 p.m. CST, and a maximum of two attendees per offeror permitted. Questions must be submitted by May 12, 2026, and all offers are due Tuesday, June 2, 2026, at 2:00 p.m. Central Time.

The City of Austin operates optional local and small business preference programs to encourage participation by businesses within the Austin-Round Rock-San Marcos Metropolitan Statistical Area, which includes Bastrop, Caldwell, Hays, Travis, and Williamson counties, and by firms holding recognized U.S. Small Business Administration certifications compliant with SBA Size Standards. While the Minority and Women-Owned Business Enterprises (M/WBE) subcontracting review determined no specific M/WBE goals applicable to this contract due to insufficient subcontracting opportunities and limited M/WBE firm availability, offerors using subcontractors must comply with the City's M/WBE Procurement Program procedures and are encouraged to engage certified M/WBE firms or perform documented good faith efforts to solicit M/WBE participation. All offerors must meet mandatory compliance requirements including Workers' Compensation insurance with minimum limits of $1,000,000 per occurrence, Commercial General Liability Insurance of $1,000,000 per occurrence, Business Automobile Liability Insurance with a combined single limit of $1,000,000 per occurrence, a minimum living wage of $22.05 per hour for all assigned employees and subcontractors, certification of wage theft compliance under Austin City Code Chapter 4, and compliance with OSHA regulations and EPA Design for the Environment certification for cleaning products. Award will be made to the responsible offeror submitting the low responsive bid or best value bid as determined by the City, and bidders must acknowledge receipt of Solicitation Addendum No. 1 issued April 30, 2026, by signing and returning a copy with their bid response. The procurement documents do not specify an estimated contract value or budget range, though the contract encompasses multiple categories of work at the airport's primary terminal facility and additional aviation-related buildings across a five-year initial term.
