About this opportunity

The West Virginia Department of Administration Purchasing Division is soliciting bids for scheduled and unscheduled maintenance and repair services on a 2007 Beech King Air 350 aircraft (N1WV, Serial Number FL-527) under CRFQ 0215 AVN2700000003, with proposals due August 25, 2026 at 1:30 p.m. The technical questions deadline has passed (August 12, 2026 at 10:00 a.m.).

The scope covers comprehensive aircraft maintenance including straight hourly shop labor rates, avionics services, after-hours labor, four tiers of scheduled inspections (single-phase through phase 1–4 combined), engine hot-section inspections, parts procurement for both Textron/Hawker Beechcraft and non-Textron/Hawker Beechcraft components, and equipment services (battery checks, tire changes, wheel inspections, propeller balancing, altimeter and transponder recertification). The contract is structured as an open-end Central Master Agreement with a four-year initial term and optional renewal years.

Pricing is required on a per-unit basis for labor hours and per-inspection rates for specialized services. Vendors must specify percentage discounts from list costs for Textron/Hawker Beechcraft parts (baseline $3,000 annually) and non-Textron/Hawker Beechcraft parts (baseline $2,000 annually), and must indicate consumables as either a percentage of total labor or zero if included in hourly rates. The estimated baseline subtotal for all bid costs (Section A) is $20,000. Sections B and C address travel costs for evaluation purposes only and do not factor into the award total. Failure to provide complete pricing across all line items results in bid disqualification.

Aircraft maintenance and repair services will be provided at the Department of Administration Aviation Division facility at 502 Eagle Mountain Road, Charleston, West Virginia. Bids should be submitted to the Department of Administration Purchasing Division at 2019 Washington Street East, Charleston, West Virginia 25305. Addendum No. 2, posted August 20, 2026, attached the revised Exhibit A pricing page. Contact Jessica L. Riley at 304-558-0246 or jessica.l.riley@wv.gov for inquiries.
