About this opportunity

The Texas Health and Human Services Commission is requesting bids on advanced forensics investigations training services for the Texas Department of Family and Protective Services Adult Protective Services under IFB HHS0017224, with responses due September 3, 2026, at 10:30 a.m. and written questions due August 21, 2026. A mandatory HUB Subcontracting Plan must be submitted with the response; responses without a properly completed plan will be disqualified.

The scope calls for one contractor to deliver two Advanced Forensics Investigations trainings annually for APS case workers on consecutive days during each state fiscal year (September 1 through August 31). Training locations are in the metropolitan areas of Austin, Dallas, Fort Worth, Houston, or San Antonio. The curriculum must include minimum topics of medical aspects of abuse, forensic investigative techniques, scene investigation and photography, timeline development, interviewing APS clients and alleged perpetrators, and legal requirements for building court cases. The contractor must submit course overviews, learning objectives, and assessment questions within 14 calendar days of contract execution and provide training sign-in sheets to DFPS Learning and Development Staff within seven calendar days of each training session. The contractor is responsible for all training material, handout printing, and course development costs.

The contract term runs from award date through August 31, 2031, consisting of a four-year initial period with a one-year extension option. The state reserves the right to award based on best value rather than lowest cost and does not guarantee specific training quantities during the contract term. Respondents must submit a minimum of three business references for similar services from the past two years and complete certifications and insurance documentation as specified in the exhibits. Evaluation criteria include cost of services, experience and performance record, and contractor capabilities. A revised IFB was issued August 17, 2026 (Addendum 1); acknowledgment of this addendum must accompany the response. Invoices are due within 14 business days after each training session, subject to the Texas Prompt Payment Act.
