About this opportunity
The Florida Department of Commerce is requesting proposals for an advanced business intelligence and analytics platform to support the State Rapid Response Program and statewide workforce development system under RFP 27-RFP-003-VW, with proposals due July 9, 2026, at 2:30 PM EST and technical questions due June 23, 2026, at 4:30 PM EST.
The platform must deliver workforce and economic development analytics, including real-time business health indicators, predictive layoff risk models, industry-specific labor market insights, and employer engagement tools. The system must be available 24 hours daily with planned maintenance outside business hours and support configurable access for Commerce staff, CareerSource Florida, and Local Workforce Development Boards. The contractor must assume full operational responsibilities within 30 days of contract execution. Mandatory submissions include one original sealed technical proposal, five paper copies, one electronic copy on USB drive, and one redacted electronic version, all submitted separately from a similarly packaged cost proposal to the Caldwell Building in Tallahassee, Florida.
The anticipated contract period runs August 1, 2026, through June 30, 2029 (36 months), with renewal options for up to three additional one-year periods at Commerce's discretion. Commerce reserves the right to award one or multiple contracts. The contract structure is fixed-price with all costs — personnel, equipment, supplies, insurance, travel, and miscellaneous expenses — included in pricing. Proposals are evaluated on technical response (130 points), past performance references (40 points), and cost (30 points) for a maximum of 200 points.
Contractors must register with MyFloridaMarketPlace, comply with Florida Department of State registration requirements, maintain workers' compensation and commercial general liability insurance with minimum limits of $100,000 per occurrence and $500,000 aggregate, and deliver monthly technical support, user assistance, desk aids, and training materials. Contracts are contingent upon annual legislative appropriations; Commerce may terminate for lack of funds with twenty-four hours' notice or for cause. A one percent transaction fee applies to MyFloridaMarketPlace payments unless the contractor qualifies for exemption.
