About this file

This is Addendum No. 2 (Questions and Answers) to RFP 27-RFP-003-VW issued by the Florida Department of Commerce for an Advanced Business Intelligence and Analytics Platform to support the State Rapid Response Program and statewide workforce development system. The platform must provide real-time business health indicators, predictive layoff risk models, labor market analytics, and employer engagement tools for identifying businesses at risk of layoffs and those experiencing growth. The system must be available 24 hours daily with planned maintenance outside Commerce business hours and support 75 to 100 concurrent users across Commerce, CareerSource Florida, and Local Workforce Development Boards with configurable role-based access (up to 3 administrators and standard users with search, view, and download capabilities). The contractor must achieve operational readiness within 30 days of contract execution. Technical proposals are limited to 50 pages and must include required attachments. The original proposal deadline is July 20, 2026, at 3:00 PM, with the anticipated contract period running August 1, 2026, through June 30, 2029 (36 months in three one-year increments), with renewal options for up to three additional one-year periods at Commerce's discretion.

The contract structure is fixed-price with all costs—including software licensing, third-party data subscriptions, implementation services, training, and support—included in the proposal price; usage-based pricing models are not acceptable. Commerce has not established a specific budget or not-to-exceed amount. The incumbent vendor is Carahsoft, with the current contract expiring June 30, 2026. Data processed or stored must occur in the continental United States in a FedRAMP authorized environment with U.S.-based personnel conducting all work; offshore and nearshore resources are not permitted, though remote work is acceptable within contiguous U.S. states (excluding Alaska and Hawaii). The platform must comply with State 600GG-2, Florida Cybersecurity Act, Florida Information Protection Act, NIST 800-53 moderate baseline, and achieve SOC 2 reporting. All personnel require level 2 fingerprint background checks. Data refresh must occur within two business days of issuance by the U.S. Department of Labor or Commerce. Performance measures include financial deductions of 1% of annual cost per business day for missed deliverables and 2% per day for service interruptions (defined as planned or unplanned outages, performance degradation, or cyber events). No service credits are acceptable as an alternative to financial deductions. Proposals are evaluated on technical response (130 points), past performance references (40 points), and cost (30 points) for a maximum of 200 points, with no Best and Final Offer phase anticipated.
