About this opportunity
The State of Colorado Department of Personnel & Administration is requesting proposals for ACP Client Data Removal Services under RFP AADA 2027-0046, with proposals due October 14, 2026 at 2:00 p.m. Mountain Time. An Intent to Bid notification was due October 2, 2026, and inquiries were due September 25, 2026.
The scope requires comprehensive removal and opt-out services for Address Confidentiality Program participants, including automated and manual removal of personally identifiable information from public people search engines, data brokers, and online registries. Contractors must demonstrate experience within the past five years providing these services with high success rates and secure PII handling capabilities. Required operational deliverables include recurring sweeps and deletion requests at minimum intervals of every 30 to 90 days, quarterly reports tracking participant subscriptions (with participant names for program tracking while maintaining anonymity for invoicing via unique ID codes or aggregate license counts), and compliance with data anonymity standards. Contractors must explain processes for obtaining legal authority to act on behalf of subscribers, handling non-responsive removal requests, protecting subscriber data, and providing aggregate utilization reports. The solicitation covers removal from domestic and international sources. Contractors must comply with Exhibit E IT Provisions, including cybersecurity standards, data encryption, system backup requirements, and audit capabilities. Individual and organizational personnel with access to PII must complete Colorado Revised Statute 24-74-105 certifications restricting use of PII in federal immigration enforcement activities.
The not-to-exceed budget maximum for the initial contract year is $108,000, structured as a five-year term with option years. Pricing must be firm, fixed, and comprehensive; all related costs including administrative overhead, technical support, and quarterly programmatic reporting must be included. The incumbent vendor is Abine Inc. dba DeleteMe.
Evaluation criteria include organizational experience, personnel qualifications, operational methodology, cost, and contract redlines, assessed on a criteria-met basis without disclosed point values or weights. Oral presentations are estimated for the week of October 26, 2026. A Notice of Intent to Award is estimated for November 11, 2026, with contract execution anticipated by December 31, 2026. Service-Disabled Veteran Owned Small Business (SDVOSB) offerors are encouraged and must provide U.S. Department of Veterans Affairs verification. Proposals remain binding offers for 180 days from submission.
