About this file

This document is an Inquiries and Answers file for RFP AADA 2027-0046, issued by a state Department of Public Assistance (DPA) for ACP Client Data Removal Services. The solicitation seeks a contractor to provide data removal services for Address Confidentiality Program (ACP) participants, with requirements including recurring sweeps and deletion requests at minimum intervals of every 30 to 90 days, quarterly reports tracking participant subscriptions, and compliance with data anonymity standards for invoicing. The RFP establishes a not-to-exceed budget maximum of $108,000 for the initial contract year, and offerors are instructed to structure proposals accordingly. Evaluation will be based on published criteria outlined in Section 5.4.1 without disclosed point values or percentage weights, with evaluation conducted on a criteria-met basis rather than awarding additional credit for exceeding specifications.

Key pricing and operational considerations include the requirement that invoices maintain participant anonymity through unique ID codes or aggregate license counts for grant funding compliance purposes, while quarterly reports must include participant names to enable program usage tracking and anonymized data compilation for grant reporting. Contractors are not required to retain data elements after submission to the Department. Offerors may submit a single all-inclusive per-participant annual rate and leave add-on capabilities and volume discount rows blank without penalty. The incumbent vendor for the ACP Data Removal contract is Abine Inc. dba DeleteMe, and the Department confirmed that no outside organizations were engaged in RFP preparation, establishing a level competitive procurement process.

RFP AADA 2027-0046

ACP DATA REMOVAL SERVICES

INQUIRIES AND ANSWERS

Question 1: Exhibit A, Section 3.2.2.1

This subsection establishes recurring sweeps and deletion requests at minimum intervals of every 30 to 90 days. If a solution re-scans and re-submits on cadences:

● More frequent than 30 days

● or continuous monitoring with event-triggered removal

Will these features receive a more favorable evaluation credit relative to a 90-day cycle?

Or will any cadence falling within the 30-to-90-day range be treated as equally compliant for scoring purposes?

Answer 1: Proposals will be evaluated against the published evaluation criteria in the solicitation. Offerors should detail their proposed cadence and technical approach in their response to demonstrate how their solution meets or exceeds the requirements outlined in Exhibit A.

Question 2: Exhibit A, Section 3.3.2.1 and Section 4.2.2.1

Section 3.3.2.1 requires quarterly reports that include the names of participants subscribed to the service, while Section 4.2.2.1 requires that invoices strictly maintain participant anonymity by using unique ID codes or aggregate license counts rather than participant names or addresses.

Please clarify the Department’s intent and confirm precisely which participant data elements the Contractor is expected to receive, hold, report, and retain, and for how long.

Answer 2: Both of these requirements are correct. Invoices require participant anonymity due to the fact that they may be submitted by the Department to other organizations as required for grant funding compliance. Alternatively, the quarterly reports require the names of participants to allow the ACP program to track usage in order to compile anonymized data for grant reporting. Contractor is not required to retain data elements once shared with the Department.

Question 3: Exhibit C; Exhibit A, Sections 1.1.3 and 4.1.3

(a) May an Offeror submit a single, all-inclusive per-participant annual rate and leave the Add-On

Capabilities and Volume Discounts rows of the template blank? Please confirm that a submission with no add-on line items will not be scored as less capable or deemed non-responsive.

(b) Where a capability appearing as an “Add-On Capability” in the template is already included in an

Offeror’s base subscription, should that row be left blank or entered at $0.00 to demonstrate inclusion?

(c) Is the $108,000 grant award identified in Section 1.1.3 a not-to-exceed amount for the initial contract term? Will proposals exceeding that amount be deemed non-responsive, or evaluated on value in accordance with Administrative Information Section 5.2.6?

Answer 3: Offerors may submit a single, all-inclusive rate and leave the add-on and volume discount rows blank. If an add-on capability is already included in the base subscription, Offerors may enter $0.00 or leave the field blank. Please complete the spreadsheet to accurately reflect your pricing model within the provided template. $108,000 is the not-to-exceed budget maximum for the initial contract year and Offerors should structure their proposals accordingly.

Question 4: Administrative Information, Sections 5.2.3 and 5.4.1

(b) Section 5.4.1 lists five evaluation criteria in no particular order and without stated weights. Would you please publish the point value or percentage weight assigned to each criterion if possible?

(c) Will Offerors who exceed a stated Exhibit A specification receive additional evaluation credit, or is each specification scored on a Met/Not Met basis?

Answer 4: The Department will not be publishing the weight associated with the published criteria. Vendors should address each criteria thoroughly. Offerors will be evaluated based on the published evaluation criteria and how the information provided meets those criteria.

Question 5: Administrative Information, Sections 3.8.1 and 3.8.2

Section 3.8.2 provides that no individual or entity engaged by the State to prepare this RFP, or that has otherwise had prior access to the solicitation or to sensitive information related to this procurement, is eligible to submit or participate in a proposal.

(a) Please confirm whether any provider of data removal, data broker opt-out, or online privacy services — or any employee, agent, or affiliate of such a provider — participated in the preparation of this solicitation, including Exhibit A, the Exhibit B response questions, the Exhibit C pricing template, or the evaluation criteria in Section 5.4.1.

(b) Please confirm whether the Department or the Address Confidentiality Program currently holds, or has previously held, a contract, pilot, trial, or sponsored subscription arrangement with any provider of data removal services for ACP participants, and if so, identify the provider and the contract vehicle.

Answer 5: No outside organization was engaged by the Department for the preparation of this RFP. The

Department’s incumbent vendor for its ACP Data Removal contract is Abine Inc. dba DeleteMe.
