The project involves the secure removal and disposal of client data for the Arizona Cares Program (ACP), including the identification, extraction, and permanent deletion of personally identifiable information (PII) and protected health information (PHI) from various systems and storage media. The contractor must provide comprehensive data removal services that comply with state and federal privacy regulations, including HIPAA and the Health Insurance Portability and Accountability Act. The scope encompasses data held across multiple platforms and locations, with particular emphasis on ensuring complete and verifiable data destruction. The contract term and specific response deadlines are referenced within the associated RFP documentation, with performance requirements detailed throughout the SOW.
The pricing structure and financial terms are to be submitted as part of the formal RFP response, with detailed cost proposals required for all labor, equipment, and materials necessary to complete the data removal project. The contract will be subject to standard state procurement requirements and regulations governing Arizona state contracts. The incumbent contractor information, if applicable, would be identified in the primary RFP document. Specific funding amounts and sources are referenced in the RFP's financial provisions, which detail the budget allocation for these data removal services. The contractor must demonstrate experience in secure data handling and compliance with Arizona's data protection standards, along with verification of successful completion of similar projects for state or healthcare entities.

ACP CLIENT DATA REMOVAL SERVICE
EXHIBIT A – STATEMENT OF WORK
Exhibit A 2
SECTION 1.0 GENERAL INFORMATION
1.1. Introduction
1.1.1. The Colorado Department of Personnel & Administration (Department), Address
Confidentiality Program (ACP), is soliciting firms (Contractor) to provide automated, recurring, and comprehensive data removal services (Services) to protect the privacy of active ACP participants. The ACP provides survivors of domestic violence, sexual offenses, stalking, and harassment with a legal substitute address for use with State and local government agencies and a confidential mail forwarding service.
1.1.2. The initial term of the contract (Contract), and every term, thereafter, is contingent upon receiving grant funding for each of the given years.
1.1.3. The ACP has been awarded a grant in the amount of $108,000; therefore, this will be the
2027 annual budget for the initial Contract term.
1.2. Background
1.2.1. Many ACP participants cannot relocate before or immediately after enrollment due to financial hardship, economic abuse, or systemic barriers. Consequently, their actual physical residential addresses and other personally identifiable information (PII) remain exposed across hundreds of online people-search engines and data broker registries, significantly compromising the protection provided by their substitute address.
1.2.2. To mitigate these risks, the ACP is sponsoring automated data removal subscriptions for active ACP participants. The goal of this project is to systematically eliminate participants' location data from publicly available search platforms, restoring their online security and reducing their exposure to physical harm.
1.3. Anticipated Contract Term
1.3.1. The initial term of the awarded Contract is expected to begin on January 1, 2027 and end on December 31, 2027.
1.3.2. The final issuing of a contract resulting from this solicitation is dependent upon the
Department receiving grant funds that it has applied for. A final determination regarding grant funding is anticipated in October, 2026. In the event that funding is not received, the Department will be unable to enter into a contract.
1.3.3. The total duration of the Contract, from the Start Date until termination, and including the Department’s exercise of any options, is not anticipated to exceed five (5) years. The
Department may extend the Contract beyond the anticipated term in this subsection, in accordance with the Colorado Procurement Code and its implementing rules, in the event
Exhibit A 3 that the Department determines the extension is necessary to align the Contract with other Department contracts; to address State programmatic or policy changes related to the Contract or to provide sufficient time to transition the Work.
1.3.4. The Department may, at its sole discretion, choose to not exercise any option or Extension
Term in the Contract for any reason. Should the Department forgo an Extension Term, it reserves the right to re-procure Services at its sole discretion.
1.4. Terminology
1.1.1. In addition to the terms defined in §5 of the Contract, acronyms and abbreviations are defined at their first occurrence in this Exhibit A - Statement of Work. The following list of terms shall be construed and interpreted as follows:
1.1.1.1. Data Broker – Any commercial entity or website that aggregates, packages, and sells or displays individuals' personally identifiable information (PII) publicly online.

Contract.
1.1.1.4. Other Personnel - Individuals and subcontractors, in addition to Key Personnel, assigned to positions to complete tasks associated with Services.
1.1.1.5. Participant (or Subscriber) - An active enrollee of the Colorado Address Confidentiality
Program (ACP) authorized by the Department to receive sponsored Services.
1.1.1.6. Personally Identifiable Information (PII) - Highly sensitive information including full names, aliases, current/historical physical addresses, phone numbers, personal emails, known relatives, and associated property or personal photos.
