About this opportunity

Madison County Mass Transit District is requesting bids on design, installation, and integration of a new private Digital Mobile Radio trunked system to replace an end-of-life EDACS platform, with bids due October 16, 2026 at 2:00 p.m. Central Time and a mandatory site visit required before bidding. The awardee must hold current Platinum Level service and Installer ranking certification from Motorola USA — a hard capability filter. The 0% DBE goal applies to this locally funded project.

The scope encompasses system configuration and integration of MCT-furnished equipment at the primary Edwardsville, Illinois tower site (250 feet, existing housing) and two additional repeater sites — Route 3 Park and Ride (190-foot tower with new antenna installation) and Alton High-Speed Rail (100-foot tower with new antenna installation) — across five MCT-owned 800 MHz channels. The contractor must complete comprehensive testing, provide hands-on training to the Fleet Director, Fleet Manager, and one technician, deliver as-built drawings and documentation, and warrant all hardware components and installation workmanship for a minimum of two years. MCT furnishes all required equipment and manages day-to-day operations, mobile and portable equipment installation, and transition timeline; the contractor provides support with a maximum one-hour turnaround for critical system failures. Bidders must document major Motorola system projects completed or supported within the past five years. Substantial completion is required within 90 calendar days of Notice to Proceed.

This is a firm-fixed-price lump-sum contract. Award will be made to the lowest responsive and responsible bidder based on total bid price. A bid guaranty of five percent of the total bid price must accompany all bids. The successful bidder must submit proof of insurance, performance and payment bonds within two weeks of Notice of Intent to Award and execute a Project Labor Agreement (Southwestern Illinois Building & Construction Trades Council standards apply) before Notice to Proceed is issued. Questions and substitution requests are due September 30, 2026 at noon Central Time. The anticipated notice of intent to award is October 30, 2026. Bids remain firm for 90 calendar days from the final due date. The project is subject to Illinois Prevailing Wage Act compliance.
