Such references should not be construed as advocating or prescribing the use of any particular brand, item or product. Minor variances to the specifications will be considered by the Owner and will be evaluated based on the respective quality and condition of such variance and the degree to which it may affect performance in the Owner’s application. In the Owner’s sole judgment, determinations will be made based on the best interest of the Owner; such decisions will be considered final.
