About this file

This document is the Bid Submittal Instructions (Volume 2) for the Madison County Mass Transit District's 800 MHz Digital Mobile Radio System Replacement project (No. 27-1-26400) located in Madison County, Illinois. The project seeks a qualified Platinum Certified Motorola Partner to install a new private DMR trunked radio system on MCT-owned 800 MHz channels, replacing an end-of-life EDAC system. The vendor shall configure and integrate MCT-furnished equipment at the primary Edwardsville tower site and two additional repeater sites in Madison County. Bidders must submit electronically via the Bonfire portal at mct-act.bonfirehub.com, with public bid opening and reading at the Madison County Transit Administration Building in Pontoon Beach, Illinois. The as-read bid tabulation will be publicly available within 24 hours of the bid deadline, and the winning bidder and award amount will be posted to Bonfire once an award is made.

As a condition of bid responsiveness, bidders must submit completed Owner-supplied forms in PDF or Excel format, including a Solicitation and Offer Form, Bid Price Form with lump-sum pricing for all listed items, and references. A bid guaranty equal to five percent of the total bid price is required, either as a bid bond or a certified check made payable to the Madison County Mass Transit District. Award will be based on the Total Bid Price as a whole, not in parts. Bidders may not withdraw their bids for 90 days after opening without written consent from the Owner, and failure to enter into contract or furnish required performance, payment bonds, and insurance will result in forfeiture of the bid guaranty. The Owner reserves the right to reject any and all bids.
