About this opportunity
The State of Michigan, Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design & Construction Division, in partnership with the Department of Natural Resources (DNR) Mackinac Island State Park, is procuring roofing services for the Fort Mackinac Soldiers Barracks Roof Project (File No. 751/22340.AGY) located at 1856 Fort Service Road on Mackinac Island. The procurement involves the complete removal and replacement of cedar shingles on the historic Soldiers Barracks building within Fort Mackinac, with contractors required to supply all materials, tools, labor, transportation, and necessary permits. Deliverables include installation of Number 1 grade, 100% heartwood, 100% clear, 100% edge grain "Blue Label" 18-inch Western red cedar shingles at 5-inch exposure, installation of Winterguard or equivalent ice and water membrane over all roof areas with specified lap requirements, and removal and proper disposal of all existing roof materials via dumpster services. The project is structured in two phases: a material staging phase from September 5, 2023, to October 29, 2023, during which materials may be assembled at the Mackinac Island State Park Service Yard, and a roof replacement phase from October 30, 2023, to December 15, 2023, with normal working hours Monday through Friday, 8:00 a.m. to 5:00 p.m. A mandatory site walk-through and pre-bid meeting were held on January 4, 2023, at 1:00 p.m. Eastern Time at the Mackinac Island Field Office, and all questions regarding project documents or work must be submitted in writing to Myron Johnson (Johnsonm54@michigan.gov) no later than 2:00 p.m. Eastern on January 10, 2023. Bid responses were due on January 18, 2023, at 2:00 p.m. Eastern Time via the SIGMA VSS procurement portal, with the contract award deadline of February 19, 2023.
Qualified Disabled Veteran (QDV) designation is available for eligible bidders, with required documentation including DD214, proof of 51% ownership, and proof of service-connected disability. Contractors must comply with prevailing wage requirements as outlined in the official prevailing wage rate schedules, with rates varying by trade classifications such as carpenter, roofer, and laborer. Required qualifications and insurance include Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence, vehicle liability insurance, worker's compensation, employer's liability insurance with minimum limits of $1,000,000 each accident, pollution liability insurance of not less than $1,000,000 per occurrence, and Builder's Risk Insurance covering 100 percent actual cash replacement value, with the State of Michigan named as an additional insured on all policies. A five percent bid security is required in the form of a certified check, cashier's check, money order, or bid bond, and performance and payment bonds are required for all bids exceeding $50,000. The project does not specify incumbent vendors or budget ranges in the available documentation, though the significant scope of work, two-phase timeline, and extensive insurance and bonding requirements suggest a substantial contract value. Bidders are responsible for all costs including material delivery, dumpster removal, transportation to and from Mackinac Island via freight barge from St. Ignace, barge fees, and housing or transportation during the project, with equipment access constrained by a gate width limitation of 7 feet 10 inches that must be factored into planning and material movement logistics.
