About this file
This document is a pre-bid meeting minutes record for the Soldiers Barrack Roof project at Fort Mackinac, managed by Mackinac State Historic Parks. The project involves roof replacement work at the historic soldiers' barracks structure located on Mackinac Island. A pre-bid meeting was conducted on January 4, 2023, at 1:00 PM, with a site walk-through performed at the conclusion of the meeting. Bids are due by January 18, 2023, at 2:00 PM, with bid security required at the time of submission. The project scope includes roof replacement and removal of existing shingles, with vendors responsible for procuring and arranging for dumpster services. Equipment access to the site is restricted by a gate width limitation of 7 feet 10 inches, which vendors must account for in their planning and material movement logistics.
Key considerations for bidders include that vendors may use their own equipment to transport shingles from the project site to the dumpster located in the park service yard, subject to the gate width restriction. The agency clarified that no asbestos assessment has been performed on the existing roof, and bidders should review Article 2 of the bid documents regarding hazardous materials and environmental requirements. The agency committed to expediting approval of any repair work discovered during roof removal to minimize project delays. The bid documents include a schedule of alternates on page 4, allowing vendors to propose alternative materials. The agency indicated it would consider contractor input regarding specifications such as stainless steel versus galvanized nails and the inclusion of a breather system, though these items do not represent changes to the project documents unless subsequently formalized through an addendum.

1) Question: Bidder raised concerns that method of moving shingles from project site to vendor provided dumpster. 2) Question: Has asbestos assessment been performed.

3) Question: Bidder raised concerns on agency turnaround on approval of repair work needed but not discovered until existing roof is removed and having a long delay as approval is waited to perform repairs.
