The Massachusetts Department of Transportation (MassDOT) Highway Division is soliciting competitive bids for a federal aid bridge deck replacement project (Federal Aid Project No. STP(BR-OFF)-003S(930)X, Proposal No. 613295-133722) on Log Plain Road West over the G&W Railroad in Greenfield, Franklin County, Massachusetts. The procurement encompasses comprehensive bridge reconstruction and roadway improvements including removal and replacement of the existing 7.25-inch bridge deck with an 8-inch deck topped with 3 inches of superpave overlay, installation of new S3-MTL4 metal bridge railing systems, replacement of elastomeric bearings on Pier 2, cleaning and painting of existing steel girders, and construction of a new 5.5-foot sidewalk on the north side of the bridge. Ancillary work includes demolition of existing structures, temporary support systems and access roadways, pavement reconstruction with mill and overlay operations, MASH-compliant guardrail installation on bridge approaches, utility relocation coordination with Eversource, Verizon, Comcast, and GCET, and comprehensive environmental protections including bat habitat avoidance measures, wetland protection, and contaminated soil management. Bidders must be pre-qualified in the BRIDGE-CONSTRUCTION category by submitting a Request Proposal Form (R109) to prequal.r109@dot.state.ma.us and must possess a valid MassDOT vendor code and Digital ID from www.bidx.com obtained at least 14 days prior to bid opening. Electronic proposals will be received through www.bidx.com until Tuesday, March 31, 2026, at 2:00 P.M., with prospective bidders required to acknowledge all three addenda in their Expedite Proposal file before submission. Bidders must submit a proposal guaranty equal to 5% of their bid value. The project documentation includes detailed specifications, site plans, utility coordination forms, railroad special provisions, and environmental assessments, with questions addressed through formal addenda issued March 20, March 27, and March 28, 2026.
The procurement is subject to prevailing wage requirements as determined by the Massachusetts Department of Labor and Workforce Development and incorporates labor participation goals of 15.3% for minorities and 6.9% for women; however, there is no Disadvantaged Business Enterprise (DBE) goal established for this specific project.
