About this opportunity
The Michigan Department of Technology, Management and Budget is requesting bids for diesel generator replacement at the Alpena Combat Readiness Training Center, with bids due June 17, 2026 at 2:00 p.m. ET and a mandatory pre-bid conference and site tour held May 11, 2026. Addendum 1, issued May 27, expanded the base scope from Building 490 alone to include Buildings 335, 751, 5040, and 6131.
A 10% preference applies to Qualified Disabled Veteran (QDV) bidders under Michigan Public Act 22 of 2010. Bidders must be current with Michigan State Project Registration. For bids exceeding $100,000, Michigan-Based Business Certification is required. Contractors seeking unescorted access to the Alpena CRTC installation must submit a completed Entry Access List form to the Project Director at least five days prior to site visit; background clearances are processed by Security Forces with a 10-day lead time.
The scope encompasses removal of existing backup generators and automatic transfer switches at five buildings, installation of new diesel-powered Cummins generators (ranging from 20 kW to 100 kW depending on building), fuel storage tanks (including 625-gallon, 600-gallon, 700-gallon main tanks and 50-gallon day tanks), new automatic transfer switches, load bank testing equipment, conduit and conductor installations, and associated electrical infrastructure. All installations must comply with federal, state, and local electrical codes. Contractors must verify existing conditions prior to bidding, coordinate power outages in advance, and ensure all existing equipment remains operational upon completion. Demolition and electrical work may occur outside regular hours with premium time costs included in bids.
The contract duration is 240 calendar days from Notice to Proceed, with liquidated damages of $250 per calendar day for delays. Prevailing wage requirements apply under 2023 PA 10. Contractors must carry Commercial General Liability Insurance of at least $1 million per occurrence, vehicle liability, workers' compensation, employer's liability, and 100% property/builder's risk insurance. A 5% bid guarantee and performance and payment bonds are required for contracts exceeding $50,000. Questions are due June 10, 2026 at 5:00 p.m. ET. An optional site visit for Buildings 6131 and 751/5040 is scheduled June 4, 2026, available only to contractors who attended the mandatory May 11 pre-bid meeting.
