About this opportunity
The Michigan Department of Technology, Management and Budget is requesting sealed bids for water and sanitary improvements at Muskallonge Lake State Park in Newberry, Michigan, with bids due December 9, 2026 at 2:00 p.m. Eastern Time and a mandatory pre-bid walk-through inspection on October 29, 2026 at 1:00 p.m. Eastern Time. A Service Disabled Veteran Owned Business (SDVOB) preference providing a 10% pricing advantage applies to eligible bidders meeting Michigan's requirements — 51% or greater ownership by one or more veterans with service-connected disabilities, documented through DD214 or VA Rating Decision Letter and legal business-ownership proof; the state does not accept federal verification databases such as CVE or SBA VetCert.
The scope encompasses replacement of the well and water distribution system, sanitary collection system, and related infrastructure within the campground, including directional boring for new water mains, new well installation, abandonment of existing wells and mains, jug fillers, water treatment equipment replacement, domestic water line insulation, direct bury sanitary sewer mains, pump station rehabilitation, backup generator installation, force main installation, and site restoration. Work is performed at 29881 CO RD 407, Newberry, Michigan; the campground will be closed during construction.
Substantial completion is required by June 23, 2028 for the base bid or November 5, 2027 if Alternate #4 is accepted. On-site work begins September 7, 2027 (base) or May 5, 2027 (Alternate #4). Liquidated damages are $2,000 per calendar day for delay beyond substantial completion. Five percent bid security is required; performance and payment bonds are required for all contracts exceeding $50,000. Post-bid submittals from the apparent low bidder must include experience modification rating, project superintendent resume, and three references of similar completed projects. All bidders must provide State Project Registration proof, complete Qualified Disabled Veteran and Michigan-Based Business certifications as applicable, non-collusion affidavit, and asbestos abatement attestation. Questions are due December 2, 2026 at 2:00 p.m. Eastern Time. Bids must be submitted electronically through SIGMA VSS with maximum two attachments under 25 megabytes each.
