About this file

This is an informational resource document from the State of Michigan's Department of Technology, Management and Budget (DTMB) regarding the Service-Disabled Veteran-Owned Business (SDVOB) Preference program applicable to State of Michigan contracts. The document outlines the state's commitment to supporting veterans with service-connected disabilities through a preferential pricing mechanism in the competitive bidding process.

The SDVOB Preference provides qualifying businesses with a 10% pricing preference when bidding on State of Michigan contracts. To claim this preference, vendors must submit their bid response indicating SDVOB status and provide required documentation including: a DD214 or equivalent proving military service and discharge conditions; proof of service-connected disability via a DD214 (if documented at discharge) or a Veterans Administration Rating Decision Letter (if documented after discharge); and legal documentation establishing business ownership. The state accepts National Veterans Business Development Council (NVBDC) certification as an alternative verification method under certain conditions. The program defines a "qualified" business as one that is 51 percent or more owned by one or more veterans with a service-connected disability, where service-connected disability is defined as a disability incurred or aggravated during active military, naval, or air service. Notably, the state does not pre-certify businesses as SDVOBs and does not recognize federal certifications from the Center for Verification and Evaluation (CVE) or the U.S. Small Business Administration's VetCert database.

Service Disabled Veteran Owned Business (SDVOB) Preference

Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference

About the SDVOB Preference

The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.

How to Claim the SDVOB Preference

The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:

• Proof of service and conditions of discharge: DD214 or equivalent.

• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.

• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.

Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.

NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
