The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration is requesting bids on video management system upgrades at Women's Huron Valley Correctional Facility in Ypsilanti, Michigan, under contract 472/24059.SAA, with bids due July 29, 2026 at 2:00 PM Eastern Time. A mandatory pre-bid walk-through is required; the conference is scheduled for June 22, 2026 at 9:00 AM ET (already passed as of the current date). Addendum No. 2, issued July 9, 2026, extended the original bid due date from July 8 to July 29.

The Genetec Integrator Scope contractor must be a Genetec-certified Channel Partner, a decision-flipping qualification requirement. Service-Disabled Veteran-Owned Business (SDVOB) firms receive a 10% pricing preference under Michigan Public Act 91 of 2005; claimants must submit DD214, proof of service-connected disability, proof of ownership, or NVBDC certification.

The scope encompasses removal and relocation of existing cameras, installation of new networked IP cameras with CAT-6 termination, removal of existing microphone systems, configuration of cameras on the existing Genetec processing and recording platform, provision of Genetec camera licenses through July 31, 2029, electrical work including new power cabling and UPS installation in the West Admin building, mechanical work for HVAC system installation in the communications room, pole installation for perimeter cameras, underground boring and trenching with ground-penetrating radar services, and complete software configuration and documentation. An asbestos survey identified asbestos-containing materials at the facility; contractors must coordinate with licensed abatement specialists as required.

Bid security of 5% is required. Performance and payment bonds are required for bids exceeding $50,000. Contract term is 600 days from Notice to Proceed, with an alternative 365-day schedule noted. Questions are due July 17, 2026 at 2:00 PM; vendor/contractor representatives attending the pre-bid walk-through must submit a LEIN Request five business days in advance to Daniel T. Smith at SmithD76@michigan.gov. Bids must remain valid for 90 calendar days following opening. Project management is by Commtech Design, Inc.; contact Bret Emerson at bids@commtechdesign.com or 616-863-8136.
