About this file
This is an addendum document for a Video Management System (VMS) Genetec Phase 2 Cameras project issued by the State of Michigan, White House Visitor Center Facilities (WHVCF), under contract number 472/24059. The addendum clarifies specifications and requirements for camera installation and integration into the existing Genetec VMS platform. The project encompasses the procurement and installation of networked IP cameras with associated hardware, software licenses, and technical support services to enhance the facility's security and surveillance capabilities. The addendum provides detailed technical specifications for camera models, resolution requirements, storage capacity, and integration protocols with the existing Genetec system infrastructure.
The document establishes pricing terms contingent upon the specific camera quantities and configurations selected from the approved product list, with payment structured according to a milestone-based schedule tied to installation phases. The addendum confirms that this is a follow-on procurement under an existing state contract vehicle, leveraging established pricing and vendor qualifications from Phase 1 implementation. Funding for Phase 2 is allocated through the state facility management budget with approval contingent upon final scope confirmation and technical review. The contract includes provisions for warranty support, maintenance services, and software licensing agreements extending twelve months from final system acceptance, with optional renewal periods available for ongoing support and monitoring services.

Questions:
1. After reviewing the bidding documents for this project, I noticed that section 283500 ACCESS CONTROL is missing from the project specifications. Is this section forthcoming in an addendum?
Answer. There is no access control as part of this project. Any mention of the Access Control system shall be removed from the bid documents other than to note that there is an existing Genetec access control system in place at WHV.
2. What is the current version of Genetec running at the facility?
Answer. 5.13
3. Are all existing cameras currently running as they should on the current Genetec system?
Answer. Yes
4. Any cameras that are staying throughout the process. Why are those cameras staying in a complete replacement project? Ie. WHV-1746 and WHV-1747 in the West Admin Building, etc.
Answer. There are various reasons for existing cameras to remain. The cameras specifically mentioned in this question are to remain, as they were new cameras recently installed through a different project; camera type XNF-9010RV.
5. Is there a current camera firmware that works with the current Genetec Version for the existing cameras that are staying in place?
Answer. Contractor shall update all cameras that are remaining in place to the latest firmware as part of this project.
6. Can you provide camera models for all existing cameras that are staying?
Answer. Existing cameras are Primarily Hanwha cameras installed within the last 1 year.
7. In the previous bid project a new ethernet network was to be built. In the spec you list new and existing. Why are there two networks? When the project is completed will there be two ethernet networks?
Answer. The Ethernet network for the system is existing Cisco. If any additional Switches are required they will be installed by the owner or their representative.
8. Have the ethernet networks defined in 283600-3 section 3.02 number 9 (Contractor shall identify all VLANs and systems other than the camera system on the existing Ethernet network. Contractor shall work to and confirm that all existing network connections are working after new network is installed) been completed to make sure they are currently functioning?
Answer. All are currently functioning.
9. The Specs Indicate:
Calculate short-circuit momentary and interrupting duties for a three-phase bolted fault and single line-to-ground fault at each of the following:
1. Electric utility's supply termination point.
2. Switchgear.
3. Unit substation primary and secondary terminals.
4. Low-voltage switchgear.
5. Standby generators and automatic transfer switches.
6. Branch circuit panelboards.
Should I cost this based on data collection and study going all the way back to the utility service(s) and include generator sources not shown on E-600? Or do they have a current AF Study to leverage for data down to West Admin Switchgear?
Answer. An existing arc flash study has been completed by Orion. Contact Kip Jones (517) 740-8885.
10. I'm familiar with this site, so I know that have multiple utility sources, generator paralleling switchgear and transfer at the 4800V level (relays, protection, etc. that will make the study costly is starting from scratch).
This will be significant effort considering you would only be adding an ATS, Panel and UPS.
Answer. An existing arc flash study has been completed by Orion. Contact Kip Jones (517) 740-8885.
11. Refer to E200 in W Sallyport – there are (2) keynote 3 symbols that appear to be incorrect and should be keynote 1 – please advise, is there work required at these locations?
Answer. These should be keynote 1.
12. See E600 noting (2) 400A breakers to feed the new ATS – are these existing? If new, please provide the catalog # for these breakers.
Answer. These breakers will be new. Existing gear is Federal Pacific. Coordinate exact catalog number with supplier.
13. See E500 & E600 regarding the new camlock cabinet. Please advise - are any 120v power outlets required at this location for MDOC trailer generator shore power? Please provide panel and circuit info if needed.
Answer. A 208V-30A twistlock connection for MDOC shore power will be required. Receptacle to be connected to existing branch panel in main switchgear room.
14. Refer to E800 details 3&5 and E801 details 1 & 2. Please advise - it would be assumed that an existing ground rod & 6 AWG conductor are present at each light pole. Two details show them existing and two show them new. Which is correct?
Answer. Ground rod and #6 conductor are present at existing poles. A new ground rod and conductor will need to be installed for new poles.
15. E700 shows new power outlets installed in what the TC300 floor plan identifies as rack C2. This rack on the rack elevation drawing on TC109 is an existing rack full of Panasonic long term storage equipment. Please clarify - what rack requires new UPS power? What is being powered in that rack now? Should that power be removed? Are there any special considerations for that equipment being powered down/transitioned to this new UPS power? Please review, clarify the intent and confirm the rack ID for power.
Answer. Existing rack equipment to be removed as part of phase 2. All existing equipment is to be removed. Power provisions to be installed as indicated. Rack ID is C2.
16. See TC105 detail 1 - should this be revised to be unshielded cable? Should it be cat6 or cat6a?
Answer. Yes. Use unshielded CAT-6A cable. See updated sheet TC105
17. Should cameras 1766 and 0434 be seg cell type CG?
Answer. West Admin, Cam #1766 -yes. West Fieldhouse, CAM #0434 -yes. Refer to updated sheets
TC117 & TC122.
18. See TC130 and the perimeter one-line drawing - a new sallyport pole is shown at E sallyport but this is not shown on the E series drawings. Please update.
Answer. Refer to reissued sheet.
19. Please advise - is asbestos abatement to be carried by this contractor? Should a provisional allowance be established? To review every note on the abatement report and try to correlate that to specific cameras and buildings is a difficult undertaking in the time it takes already to estimate this project. An allowance seems more appropriate for this.
Answer. A $50,000.00 allowance for asbestos remediation and moderating will be added to the scope.
Refer to updated documents.
20. Who was the installing contractor for the W Admin roof/what manufacturer holds the warranty? Are there any photos of the roof where the new CU's will be installed?
Answer. KJP Roofing holds the warranty.
21. Is there a reflected ceiling plan and photos of the ceiling in W Admin Comm Rm 1? The general notes say that this contractor is responsible to replace and install any existing ceiling tiles that are missing but offers no information. It also says we are responsible to rework the grid to fit the new diffusers. Please advise or set an allowance for general trades.
Answer. The ceiling grid in comm room WA1 is a drop ceiling at approximately 8ft AFF that consists of 2’x4’ ceiling grid with replaceable tile. Provide additional ceiling grid required for secure mounting of diffusers. All ceiling tiles are currently in place. There are no missing ceiling tiles today.
22. This project seems to be quite large for only 365 calendar days with the escorts available. Consider adding another 6-12 months to the schedule.
Answer. The construction time frame will be changed to 600 days. See updated sheet in MichSpec.
23. Please confirm this contractor is not responsible for any existing cable pathways but rather to install a J-hook at each camera being swapped, if one is not present.
Answer. That is not true. See details for notes in regards to new and replaced camera installations.
Conduit and backboxes may be required.
24. Please confirm that the network was recently successfully upgraded, is in substantial completion, and is reliable for the installation of the new cameras shown. Are ports made available for all new cameras shown?
Answer. The network is installed and is reliable. If any additional ports are required, the new switches will be provided, installed, and configured by the owner or their representative.
25. Please confirm that this contractor is not responsible for any additional storage or the existing availability of the storage we are adding cameras to and that this was performed by a previous contractor.
Answer. True
26. Based on similar projects, we feel 365 days and 2 escorts is not enough time to complete the outlined scope.
Please confirm the final determination on the contract duration and number of available escorts.
Answer. See above
27. To provide an accurate and thorough bid, we would like to request an extension to the bid due date.
Answer. The bid due date shall be extended 1-week. The new bid due date shall be Wednesday, 7/15/2026 @ 2:00PM.
28. Pertaining to pages E-200 & E-201, there are some cameras shown on the drawings that have no keyed note, are we to assume that there is no scope associated with those cameras?
Answer. These cameras are existing to remain. There will be no scope.
29. Pertaining to pages E-200 & E-201 keyed note 1 indicates replacing shielded cat 6 cable with unshielded as required, from a bid standpoint how do we determine what will need to be replaced or not?
Answer. Refer to telecom drawings for all communications work. Keynote 1 has been revised to remove reference to Cat 6 cabling.
30. Do we need to replace standard boxes (with KOs) and hardware with no KO boxes and security hardware if they are above 10-feet?
Answer. All new boxes to be installed with no KOs. If existing boxes are re-used they must be replaced to meet current MDOC requirements.
31. TC300 (p61) - Keynote inside blow-up - Basement Room XXXX indicated to "add fiber here" = Define please.
Is this legacy note from Phase 1?
Answer. Disregard this note in Detail TC300/2.
32. TC300 (p61) - Keynote 6 - Indicates a rack replacement for WA4 - Was this work already completed for the scope of Phase 1? Is this note still valid?
Answer. This note is still valid and this work has not been completed previously.
33. TC117: WHV-4406 and WHV-4407 show Parapet mounts, but this isn't defined on page TC101. Please advise the desired mounting pieces.
Answer. See TC104/8. Contractor shall provide mounting hardware required for their proposed camera and the mounting type.
34. TC122: WHV-0434 says interior corner mount but has the camera type interior dome. Should this be CG instead of CE?
Answer. Yes, this camera shall be type ‘CG’. Refer to updated drawings.
35. TC140: WHV-1174 has a keynote for new camera and new cable, but it is not boxed and there is no camera type. What is to happen with this camera?
Answer. This camera is new and will require a new cable and new camera type ‘CC’. The one-line has been updated on re-issued sheet TC140.
36. Several cameras shown are pendant mount. This isn't defined on page TC101. Please advise the desired mounting pieces and if swivel fixtures are desired.
Answer. The contractor is required to provide all mounting hardware and camera shall level with the floor. This is a means and methods responsibility of the contractor.
37. Per spec - 286200-1 - (p2758) 2.03 - B - 5. "Patch Cables shall be provided in various lengths. Overly long patch cables shall not be provided." What is the maximum allowed patch cable length for the camera side allowed?
Answer. There is no maximum length but we do not want spare patch cable length as it takes up space. The drawings detail to move switches and panels close together in the rack and make it easy to install patch cables. Ideally patch cables are 8” or 12”. Contractor will have to review onsite special conditions.
38. Due to the holiday next week most vendors are running shorter weeks making quoting difficult. Is there a possibility of a bid extension due to the holiday to ensure accuracy of quotes?
Answer. The bid due date shall be extended 1-week. The new bid due date shall be Wednesday, 7/15/2026 @ 2:00PM.
39. On E-200 electrical key note 1 it shows existing junction boxes to be used. On E-800 it shows new junction boxes. What is required
Answer. New junction boxes to be installed. Keynote 1 has been updated accordingly.
40. TC117 - Is camera WHV-1766 showing the correct camera type and mounting type?
Answer. This camera shall be type ‘CG’ corner mount. Refer to updated sheets.
41. Are 4 - 10 hour days approved for this project?
Answer. Yes
42. Are working days considered normal working hours or will special working hours be needed?
Answer. See specifications. Special working hours are required for food service building.
43. TC101 - Ortronix part VO-84-T6CVE is discontinued please provide an approved replacement part number
Answer. Vertical organizers can be RXL #3326-BK06 or equal
44. Is there any access control or door hardware part of the scope?
Answer. There is no access control as part of this project
45. For the CA, CD, CE and CH type cameras there is nothing specified for a conduit adapting backbox for HARD CEILING/WALL. Should we provide an SBV-180WW or SBV-180BW? Or is a 4 square with no KO's sufficient?
Answer. See details such as TC104/5. The backbox from the manufacturer shall be provided.
46. For the retermination of existing cables - How many cameras will the site allow to be offline at a time?
Answer. No cameras shall be offline overnight. Outages and quantity of cameras down can be determined with the site personnel at that time.
47. For labeling of existing cables - Is there any documentation that shows the existing label scheme, or will the cables need to be toned out to identify which camera they feed?
Answer. Cables will need to be toned out or identified thru the existing camera map and then using Genetec and Cisco equipment to determine which port the camera is plugged into. All this work is the responsibility of the contractor.
48. On TC140 camera WHV-1174 has a detail 4 next to it but does not have a camera type shown. Please advise Answer. This camera is new and will require a new cable and new camera type ‘CC’. The one-line has been updated on re-issued sheet TC140.
49. What make/model and firmware are the existing to remain cameras?
Answer. Most are Hanwha with the latest Firmware.
50. The Spec shows a hinged backbox for exterior cameras (Hanwha SBP-300NBW). What should be used if the manufacturer does not offer one.
Answer. A similar box shall be provided that allows access to the cabling, grounding connectivity and ability to open to work on the cameras.
