About this file
This is an informational document regarding the Service Disabled Veteran Owned Business (SDVOB) Preference program administered by the State of Michigan's Department of Technology, Management and Budget (DTMB). The document outlines Michigan's commitment to providing pricing preferences for businesses owned by service-disabled veterans bidding on State of Michigan contracts. Per Public Act 91 of 2005, qualified SDVOB firms receive a 10% pricing preference when submitting bids on state projects. To claim this preference, businesses must indicate their SDVOB status in their bid response and provide required documentation including a DD214 or equivalent proof of service and discharge conditions, proof of service-connected disability via DD214 or VA Rating Decision Letter, and proof of business ownership through appropriate legal documents. Alternatively, businesses may submit National Veterans Business Development Council (NVBDC) certification as verification of eligibility under specified conditions.
The document specifies that the State of Michigan does not pre-certify businesses as SDVOBs and does not accept federal Center for Verification and Evaluation (CVE) database listings or US Small Business Administration VetCert certifications for this program. A service-connected disability is defined as a disability incurred or aggravated during active military, naval, or air service as described in 38 USC 101(16). Qualification requires that a business entity be 51 percent or more owned by one or more veterans with a service-connected disability. Additional detailed information regarding the SDVOB Preference program is available through the SDVOB Preference Fact Sheet on the DTMB website and through links to relevant federal statutes and the NVBDC.

About the SDVOB Preference
The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.
How to Claim the SDVOB Preference
The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:
• Proof of service and conditions of discharge: DD214 or equivalent.
• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.
• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.
Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.
NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
