About this opportunity

Collier County Board of County Commissioners Procurement Services Division is requesting construction bids for the South Marco Beach Renourishment 2027 project under ITB 26-8708, with bids due November 16, 2026, and a non-mandatory pre-bid conference on November 4, 2026, at 10:00 a.m. in Naples, Florida. The project is grant-funded.

The scope involves transport, placement, grading, and final dressing of approximately 141,000 tons of beach-quality sand from Stewart Materials Sand Mine in Immokalee to South Marco Beach (extending from DEP Reference Monument R-144 to approximately 50 feet south of Monument G-4). Sand must meet Florida DEP specifications: mean grain size 0.25–0.50 millimeters, maximum 5 percent moisture content, and Munsell color value of 7/1 or lighter. The contractor must achieve a minimum 95 percent design volume tolerance at each measured pay station with vertical tolerance of six inches above and below design template. Work includes mobilization and demobilization, surveying (layout, progress, and final surveys), turbidity monitoring per Department of Environmental Protection permit requirements, maintenance of traffic with law enforcement coordination, weight ticket tracking and management, and restoration of construction access along the northside of the Tampico Condominium property. Work is performed Monday through Saturday during daylight hours, excluding Thanksgiving, Christmas, New Years Day, and Martin Luther King Jr. Day. Substantial completion is required within 55 calendar days from the Notice to Proceed, with final completion within 30 calendar days after Punch List delivery. Liquidated damages are assessed at $3,498 per calendar day for failure to achieve substantial completion.

The anticipated project budget is $6.4 million. Bidders must submit a certified bid bond equal to 5 percent of total bid amount. The successful bidder must provide payment and performance bonds at 100 percent of contract amount with surety companies rated A-minus or better by A.M. Best Company. Contractors must comply with Florida Statute Section 255.20, provide E-Verify enrollment evidence, submit five project references of similar magnitude completed within the last five years, list key personnel and major subcontractors, and maintain comprehensive insurance including workers compensation, commercial general liability, and automobile liability. All bids are submitted electronically through the County's platform at https://procurement.opengov.com/portal/collier-county-fl. Bids must include detailed Operations Plans covering project methodology, sand delivery capacity, maintenance of traffic, and quality control procedures, submitted at least five days before the mandatory pre-construction meeting.
