About this opportunity

The Florida Department of Military Affairs, Construction & Facility Management Office is requesting sealed bids for street repaving at Camp Blanding Joint Training Center in Starke, Florida under ITB 220017 CBJTC 4800 Area Paving STREETS, with bids due September 18, 2026. A mandatory pre-bid meeting and site visit is required on August 5, 2026 at 10:00 a.m. at the Camp Blanding location.

The scope consists of repaving four streets—Pensacola, Westerly, Rutland, and Eustis—with milling of existing asphalt and a two-lift asphalt overlay system (leveling course of approximately 1.25 inches SP-12.5 hot mix asphalt with maximum 30% RAP, followed by final paving lift of 1.5 inches 12.5 mix in accordance with FDOT standards). All culverts crossed by new paving must be replaced with like-for-like concrete culverts and mitered concrete ends. Grass removal from roadway edges and driveways is required. The contractor is responsible for all inspections, testing, and density verification to a minimum of 98 percent compaction. Work must achieve substantial completion within 90 calendar days after Notice to Proceed, with liquidated damages assessed at $176.48 per calendar day for delays.

The estimated construction cost is $529,454.00. Qualified, Florida-licensed contractors must submit Form FNG 5085 (Contractor's Experience Questionnaire and Financial Statement) with bids, proof of active office within 300 road miles of the project, and registration in MyFloridaMarketPlace. Bids exceeding $100,000 require a 5% bid bond from a Florida-authorized surety, and performance and labor and material payment bonds at 100% of the contract sum. Contractors must furnish a fully equipped Architect/Engineer field office, provide water and electricity for construction and testing, establish 24-hour site security, and obtain all necessary building permits. Insurance requirements include general liability of $1,000,000 combined single limit and auto liability of $300,000. Award will be made to the lowest responsive and responsible bidder. Written questions are due August 19, 2026 at 10:00 a.m. Bids remain binding for 60 calendar days following opening. Minority Business Enterprises and Veteran Owned companies are encouraged to participate.
