About this file
This Construction Contract Project Manual contains General Terms and Conditions for the 4800 Area Paving project located at Camp Blanding Joint Training Center in Starke, Florida, administered by the Florida Department of Military Affairs. The work consists of repaving four streets—Pensacola, Westerly, Rutland, and Eustis—with associated culvert replacement and concrete work where new paving crosses existing culverts. All grass must be removed from roadway edges and driveways. The project is classified as Level 4 or Level 5 (contracts valued between $200,000 and over $500,000), and the contract requires a mandatory site visit and pre-bid meeting as detailed in the Scope of Work. Substantial completion is required within 90 calendar days after the Notice to Proceed, with liquidated damages assessed at $176.48 per calendar day for delays.
The bidding process mandates submission of a bid bond for bids exceeding $100,000, compliance with the publicized Invitation to Bid requirements, and procurement of criminal history background checks for all employees and subcontractors performing work on Department of Military Affairs facilities. Bidders are responsible for all costs associated with required insurance and performance and labor material bonds, as detailed in the General Terms and Conditions Exhibits. The contractor must furnish and maintain a fully equipped Architect/Engineer field office, provide water and electricity for construction and testing purposes, establish 24-hour site security, and erect a project sign meeting specified design requirements. If Davis-Bacon prevailing wage requirements apply, the contractor must comply with all applicable federal labor standards clauses and familiarize itself with federal prevailing wage regulations.
