About this opportunity

The Florida Department of Military Affairs is requesting sealed bids on street paving at Camp Blanding Joint Training Center in Starke, Florida, under ITB 220011, with bids due September 21, 2026 and a mandatory pre-bid meeting and site visit on August 5, 2026 at 10:00 a.m. at the facility. Bidders must comply with Florida Administrative Code Rule 60D-5 prequalification requirements, including submission of Form FNG 5085 (Contractor's Experience Questionnaire and Financial Statement) at bid opening. MBE certification from the Office of Supplier Diversity is required; minority and veteran-owned companies are encouraged to participate.

The scope consists of repaving four streets (Sandford, Woonsocket, New Haven, and Bonifay) totaling approximately 144,919 square yards. Work includes milling existing asphalt, applying FDOT-approved tack, placing leveling and final paving courses per FDOT specifications (SP-12.5 hot mix, 1.5 inches each lift), replacing 11 culverts with like-for-like installations and adding concrete mitered ends, removing grass from roadway edges and driveways, cleaning roadside ditches, conducting density testing to achieve minimum 98% compaction where utility cuts exist, and installing new sod with contractor-provided watering on stripped or damaged areas. All millings and recyclable materials must remain on Camp Blanding property. Contractors bear all inspection, testing, and permitting costs except State Fire Marshal fees.

The estimated construction cost is $531,000. Bids exceeding $100,000 require a 5% bid bond or certified check; performance bonds and labor and material payment bonds at 100% of accepted bid are mandatory. Substantial completion is required within 90 calendar days of Notice to Proceed, with liquidated damages at $177 per calendar day for delay. Insurance requirements include $1 million bodily injury and property damage liability and $300,000 auto liability per occurrence. Progress payments are at 95% with 5% retainage, payable within 30 days. Questions are due August 19, 2026 at 10:00 a.m. Bids are opened September 9, 2026 at 2:00 p.m. at Robert F. Ensslin National Guard Armory, St. Augustine. Award is to the lowest responsive and responsible bidder. Contractor must comply with Davis-Bacon prevailing wages if applicable, E-Verify, debarment screening, and MyFloridaMarketPlace vendor registration.
