About this opportunity
The Washington State Office of Superintendent of Public Instruction (OSPI) is issuing a Request for Qualifications (RFQ) to identify external organizations that can provide technical assistance to 21st Century Community Learning Center (21st CCLC) subrecipients for their afterschool programs. This RFQ will not result in any contracts, but will instead produce a published list of pre-screened organizations that can aid subgrantees in carrying out program activities. Qualified organizations must be licensed to do business in Washington, operate as a nonprofit, and have at least one year of experience operating or delivering services to out-of-school time or similar programs. The response is due by 3:00 p.m. PT on October 30, 2024, and the resulting list of pre-screened organizations will be published on the OSPI website for three years. Bidders are encouraged to provide their most competitive cost estimates, but OSPI will not reimburse them for any costs incurred in preparing the proposal.
The RFQ covers multiple jurisdictions within Washington, including various counties and cities. There are no set-aside designations or restrictions on the types of organizations that can respond, and the RFQ is open to all qualified nonprofit organizations. The RFQ does not mention any incumbent vendors or current contractors, nor does it provide any information on award values or budget ranges. OSPI reserves the right to reject any and all proposals without penalty and not issue a contract as a result of this RFQ.
