About this opportunity

Coast Electric Power Association (CEPA), a utility serving the majority of Pearl River, Hancock, and Harrison Counties in Mississippi, is soliciting proposals for large-scale base camp logistics services in disaster response under RFP 2026_Coast_Electric_Storm_Logistics, with proposals due May 8, 2026 at 5:00 p.m. CST. This is a federal-funded procurement (FEMA assistance) carrying federal compliance requirements including E-Verify, non-debarment certification, domestic preference standards, and Clean Air Act compliance.

CEPA seeks turn-key logistics support including sleep units, catering, shower facilities, laundry, restroom facilities, and power and HVAC systems. Base camps must be sized for either 500 or 1,000 occupants and achieve full operational status within 72 hours of receiving a Work Authorization form. Contractors manage all site operations, sanitation, and OSHA compliance, and must demobilize within 7 days of notice. The contract operates 24 hours per day, 7 days per week, requiring multi-disciplined personnel and comprehensive site management. Contractors must submit firm fixed pricing on a per-person-per-day basis for both 500-person and 1,000-person configurations, with mobilization and demobilization costs included. Payment terms are NET 21, with invoicing permitted weekly.

Evaluation criteria, ranked in order of importance, are depth and detail of proposal, pricing, past performance, and asset ownership. All qualified bidders will be placed on an emergency call list ordered by evaluation score, with no obligation to work until a Work Authorization is issued. Contractors must carry a minimum $1 million in bodily injury and property damage insurance and workers' compensation coverage.

Questions are accepted during the pre-proposal consultation period from April 17 through April 24, 2026, directed through VendorLink. Proposals are opened and evaluated in private on or by May 15, 2026. Bidders may not withdraw proposals for 90 calendar days following the opening date.
