About this opportunity

The Rockwood School District in St. Louis County, Missouri is soliciting bids for district-wide prepaid copier paper through a Request for Bids (RFB) issued May 5, 2026, with a bid submission deadline of May 22, 2026 at 5:00 PM CST. The procurement requires vendors to supply acid-free, 8" x 11", 20 lb., 92 brightness white USA-milled copy paper in cases of 5,000 sheets, with a total quantity of 6,310 cases needed across the contract period of July 1, 2026 through June 30, 2027 (3,155 cases for the first semester and 3,155 cases for the second semester). The paper must perform satisfactorily in all district laser printers and high-speed copiers with minimal jams, meet Sustainable Forestry Initiative certification standards, and achieve a 99.99% jam-free guarantee; should equipment jams occur beyond industry standards, the supplier must provide replacement paper and alternative sources. Deliveries must be made on an as-needed basis to 30 district schools and facilities listed in Exhibit A with a minimum five-case order requirement per location, occurring during school hours with F.O.B. Destination pricing and Net 45 payment terms. Qualifying vendors must provide at least five references (including prior government or school district clients), a Certificate of Good Standing from the Missouri Secretary of State, evidence of financial stability, and comprehensive general liability insurance of $1,000,000. Vendor questions must be submitted by May 15, 2026 at 12:00 PM CST through the Bonfire bidding portal, with the Board of Education recommendation scheduled for May 29, 2026 and formal approval anticipated by June 16, 2026.

The RFB does not indicate any set-aside designations or restrictions limiting responses to specific types of organizations such as disadvantaged enterprises, minority-owned businesses, or women-owned enterprises. No incumbent vendors or current contractors are referenced in the procurement documents. The vendor selected will be responsible for maintaining complete inventory management throughout the contract term and must continue stocking and delivering paper on an as-needed basis to individual locations until all remaining inventory is dispensed beyond the June 30, 2027 contract end date. The district reserves the right to request sample reams of paper prior to award, reject any or all bids, split the award among multiple vendors, and terminate the agreement with seven business days' notice if performance is unsatisfactory. No specific budget range or award value is disclosed in the available procurement documents; however, pricing must be quoted on an F.O.B. Destination basis with no federal excise tax, transportation tax, or state retail sales tax included in the per-case pricing for each semester.
