About this opportunity
The City of Livonia, Michigan, located in Wayne County, is seeking proposals for a comprehensive website redesign project for the Livonia Public Library through a competitive Request for Proposal (RFP) process. The procurement seeks an experienced web design firm to create an attractive, intuitive, and ADA-accessible website that functions effectively across all devices and integrates multiple third-party websites. Key deliverables include a responsive design that meets WCAG 2.1 accessibility standards, seamless integration with the library's integrated library system (ILS), secure hosting with 99.9% uptime, and 20 hours of staff training. The project is a concept-to-completion effort requiring substantial collaboration with the Library Website Team, with work expected to begin in fall 2025. Proposals must be submitted electronically via the Michigan Intergovernmental Trade Network (MITN) website in Adobe Acrobat PDF format by May 20, 2025, at 2:00 p.m. The evaluation will be based on a point system: demonstrated knowledge of library web design (30 points), work plan and timeline (25 points), cost (20 points), methodology (15 points), and references (10 points). Questions must be submitted in writing to the Purchasing Manager by May 13, 2025, at 3:00 p.m., with responses provided through an addendum on the MITN website.
The RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The current library website received 205,352 visits in 2023 and contains 50 pages, with the redesign focusing on improving search engine optimization, program calendar engagement, eResources, and newsletter subscriptions. Optional features include a staff intranet, a "library of things" catalog, and an enhanced event calendar system. While no incumbent vendor is specified, the project requires integration with the library's existing integrated library system. Vendors can virtually attend the bid opening via Zoom using provided credentials. The City of Livonia reserves the right to reject any or all proposals and to waive any irregularities as determined to be in the best interest of the city. Although a specific budget range is not disclosed, the comprehensive nature of the project suggests a significant investment in creating a modern, user-friendly digital platform for the Livonia Public Library.
