About this opportunity
The Washington Suburban Sanitary Commission (WSSC Water) is soliciting sealed proposals for Progressive Design-Build services to design and construct rehabilitation of the 102-Inch Anacostia Trunk Sewer Phase 2, with responses due June 23, 2026, at 2:00 p.m. via WSSC's eProcurement Portal. A 24.00% subcontracting goal for MBE and SLBE participation applies.
The scope encompasses approximately 6,620 linear feet of reinforced concrete sewer pipe extending from manhole 09012018J at WSSC's Anacostia Depot downstream to manhole 09012013J at the Anacostia Wastewater Pumping Station in Lower Anacostia, Prince George's County, Maryland. The work is structured in two stages: a Preliminary Stage (Study and Report Phase and Preliminary Technical Documents Phase to 70% design completion within 325 working days) and a Completion Stage (construction within 390 working days after owner approval of the binding Completion Stage Price). The Design-Builder must achieve a minimum 50-year life expectancy for the rehabilitated sewer while maintaining system capacity during construction. Deliverables include a Quality Assurance/Quality Control Plan, Risk Register, Safety Plan, Basis of Design Report with field investigation results and alternatives evaluation, 30% and 70% design plans with specifications and cost estimates, and permit documentation. The Design-Builder must develop a Guaranteed Maximum Price using open-book methods with detailed cost breakdowns by CSI Division and critical path method scheduling.
Minimum qualifications require both contractor and design firm to demonstrate five years of experience in large-diameter pipeline design, construction, and rehabilitation; completion of at least three sewer rehabilitation projects for 60-inch or larger pipes within the past ten years, with at least two in environmentally sensitive areas; and completion of at least one Progressive Design-Build project. The prime contractor must provide evidence of a maximum OSHA Recordable Incident Rate of 2.8 for each of the last three years. Key personnel must include a Design-Build Principal-in-Charge with ten years managing municipal utility contracts valued at $50 million or greater, and a Progressive Design Build Project Manager with five years of large-diameter sewer experience. All firms must be licensed to conduct business in Maryland.
The estimated contract value is $47,734,793.42 over a five-year base term; the Preliminary Stage Price comprises stipulated amounts plus $1 million in allowances for additional engineering services and preliminary field work. Liquidated damages are $2,390 per day for delays in achieving Substantial Completion or final completion during the Completion Stage. Performance and payment bonds are required at 100 percent of contract price, along with a prevailing wage bond equal to 100 percent of contract value. Insurance includes workers' compensation, commercial general liability with $2 million general aggregate, automobile liability of $1 million combined single limit, and professional liability of $1 million per claim and aggregate. Five percent retainage applies to Completion Stage progress payments under the Maryland Little Miller Act. Maryland prevailing wage requirements apply, with wage rates ranging from $25.25 hourly base (Laborer Group II) to $59.50 hourly base (Cement Mason) plus fringe benefits.
Evaluation criteria weight project approach at 35 percent, design-build team experience at 25 percent, key project team members' experience at 20 percent, project management at 15 percent, and price at 5 percent. A pre-bid meeting was held May 26, 2026, with 88 participants representing engineering firms and construction companies. Questions were due June 3, 2026. Technical proposals are limited to 100 single-sided pages, excluding resumes and exhibits. All vendors must register in WSSC's Supplier Portal System prior to proposal submission. The project is subject to Maryland Buy American Steel Act requirements and requires coordination with the U.S. Army Corps of Engineers, National Park Service, U.S. Fish and Wildlife Service, Maryland Department of the Environment, and local authorities for permitting.
