About this file
This is a condition assessment briefing document for the Washington Suburban Sanitary Commission (WSSC) Wastewater Engineering Department, detailing the results of inspections completed on the Anacostia Trunk Sewer (ATS) system during the weeks of April 1st and 8th, 2024. The assessment involved seven total deployments using sonar and visual inspection equipment to evaluate the condition of 18 sewer segments ranging from 60 to 102 inches in diameter, with a combined length of approximately 12,118 feet. Of the segments inspected, 12 were completed, 2 were partially completed due to heavy debris, and 4 could not be inspected because they were full of debris. The inspection work was temporarily halted on April 1st due to a rapid increase in flows within the 102-inch pipe from 20 percent to 70 percent capacity. The assessment identified significant structural issues including wall loss with exposed and corroded inner cage reinforcement in reinforced concrete pipe (RCP) segments, exposed and corroded steel cylinders in reinforced concrete cylinder pipe (RCCP) segments, infiltration staining and runners at joints, localized deformation at joints in spiral-wound polyvinyl chloride (PVC) pipe, and surface cracks in multiple segments.
The preliminary condition assessment results provide critical baseline data for the related 102-inch Anacostia Trunk Sewer Rehabilitation Phase 2 Progressive Design-Build project, for which the WSSC is soliciting sealed responses due by 2:00 p.m. on Tuesday, June 23, 2026, via the WSSC eProcurement Portal. The inspection findings document the extent of structural deterioration across the system, with the most severe conditions observed in the 102-inch RCP segments (09012018S and 09012112S), where wall loss has exposed inner cage reinforcement to the extent of compromising structural integrity. The assessment results will inform design and rehabilitation specifications for the progressive design-build contract, establishing the scope and priority of repair work needed across the affected segments.

April 8th over a total of five (5) working days
• Seven (7) total deployments with Responder and
Sub (Sonar only)
• Rapid increase in flows within 102” on April 1st from 20% to 70%+ capacity which temporarily halted inspection work
• Completion status
• 18 total segments per WSSC work release
• 12 segments complete
• 2 segments partially completed; MSA due to heavy debris in line
• 4 segments full of debris (on 72” pipe)
