About this file
This is a Decision Matrix evaluation document for the Washington Suburban Sanitary Commission (WSSC Water) in Maryland for the 102-Inch Anacostia Trunk Sewer Rehabilitation Phase II Progressive Design-Build (PDB) project. The project involves the design and construction of sewer rehabilitation services for a major trunk sewer located in Lower Anacostia, Prince George's County, Maryland. Sealed proposals must be submitted via WSSC's eProcurement Portal prior to 2:00 pm on Tuesday, June 23, 2026. The evaluation matrix allocates points across 12 weighted criteria categories to assess qualified respondents' qualifications and proposed approaches for this large-scale infrastructure project.
The evaluation framework distributes 100 points across four primary categories: DB Team Experience (25%), Key Team Members Qualifications & Experience (20%), Project Management (15%), and Understanding, Approach, Schedule (35%), with an additional 5% allocation for Cost/DB Team Fee. Minimum qualifications include at least 10 years of Design-Build delivery experience with two or more completed PDB projects, completion of at least five similar sewer rehabilitation projects, and at least one project involving a 72-inch or larger sewer of 5,000 feet or longer. Respondents must provide five owner references from past DB or PDB projects and demonstrate key staff experience on large-scale sewer rehabilitation projects. Evaluation criteria also emphasize integrated team history, conflict resolution strategies, innovative methods, transparent GMP development processes using open-book methods, detailed project scheduling, risk allocation strategies, and comprehensive communication plans that maintain stakeholder engagement throughout design and construction phases.

Firm should have substantial experience with Design-Build (DB) delivery, particularly Progressive DB (PDB). At least 10 years of DB delivery experience with 2 or more completed PDB projects.
1–5 pts = Based on number of DB/PDB projects and complexity of projects
Similar Projects Completed
Firm should have completed at least 5 sewer rehabilitation projects similar in size, scope, and complexity to this project. Preference for firms with additional experience or PDB-specific projects. Must have at least one project for 72" or larger sewer of 5,000 feet or longer.
1–5 pts = Based on number and size and scope of similar projects
Owner References
Firm must provide minimum of 5 references from owners (public or private) on past DB or PDB projects. References should reflect quality, collaboration, and project outcomes.
1–5 pts = Based on quality of references on similar projects
Project Executive, Project
Manager, Design Manager, Construction Manager (Key Staff)
Project Executive, Project Manager, Design Manager, and Construction Manager must have experience leading similar DB/PDB projects. Each should have worked on large-scale sewer rehabilitation projects, preferably 3 or more.
1–5 pts = Based on Key Staff experience with PDB projects
Integrated Team History
Key personnel (PMs, Technical Leads) should have prior experience working together on collaborative DB or PDB projects. Preference for teams with multiple shared DB/PDB projects.
1–5 pts = Based on Firm's experience on shared
DB/PDB projects
Approach to Team Integration

1–5 pts = Based on completeness, relevance, and creativity in past resolution strategies
Project Understanding and
Approach
Proposal should demonstrate a clear understanding of the project scope, constraints, risks, and objectives. Should include a detailed tailored project approach and a discussion of the team's consideration of alternatives and specifically address flow management and minimizing bypass requirements.
1–5 pts = Based on clarity, technical depth, and alignment with project needs
Use of Innovative Methods or
Materials
Firm should propose or plan to evaluate new technologies, project approach, and/or materials that enhance value or performance of overall project.
1–5 pts = Based on creativity, practicality, and potential project value

1–5 pts = Based on transparency, process, and previous GMP experience
Schedule Development A detailed and efficient project schedule should be proposed, supported by examples of effective schedule management on similar PDB contracts.
1–5 pts = Based on feasibility, alignment with goals, and relevant past performance
Risk Allocation Strategy
Proposal should include detailed risk register that outlines a structured strategy for risk allocation, highlighting shared risk/reward models and methods used to avoid scope or budget overruns.
1–5 pts = Based on clarity, structure, and proven success
Open-Book GMP Experience Firm should describe prior experience with open-book cost estimating and collaborative GMP development with owners.
