About this opportunity
The Bartow County School System (BCSS) is issuing a Request for Proposals (RFP) for Building Commissioning Services for a new Primary School in Adairsville, Georgia, under Solicitation No. 10-2026-008. The procurement seeks qualified firms to provide comprehensive commissioning services for Mechanical, Electrical, Plumbing (MEP) systems and building envelope components for a 90,000 to 95,000 square-foot facility designed to accommodate 600 preschool through first-grade students with 42 instructional units, support spaces, a cafeteria, kitchen, media center, gymnasium, and outdoor learning areas. Deliverables include ensuring proper installation and functionality of all building systems, staff training, and services spanning the Design Phase, Construction Phase, and Occupancy and Warranty Phase. Required qualifications include current Commercial General Liability Insurance of at least $1,000,000 per occurrence and Professional Liability Insurance of at least $1,000,000 per occurrence with an A.M. Best minimum rating of A for the carrier, which must be authorized to conduct business in Georgia. The evaluation criteria allocates points across firm stability (0-15 points), relevant project experience and qualifications (0-30 points), suitability to provide services including project management plan and approach (0-40 points), and fee proposal (0-15 points). Critical dates include a mandatory pre-proposal meeting and site visit on April 14, 2026, at 1:30 P.M. at BCSS Offices in Cartersville, Georgia, with written questions due by 3:00 P.M. on April 21, 2026, and sealed proposals due by 2:30 P.M. on April 30, 2026. The selection notification is scheduled for June 16, 2026, with contract execution using AIA Document C103-2015.
Proposals must be submitted as one unbound original and three bound copies without the fee schedule, plus one electronic copy in Adobe PDF format, with the fee proposal in a separately sealed envelope. All respondents must comply with E-Verify requirements per O.C.G.A. 13-10-91 and submit a completed federal IRS Form W9 along with an E-Verify Form. The RFP does not identify specific set-aside designations for disadvantaged enterprises or disadvantaged business enterprises, nor does it list incumbent vendors or current contractors for this new construction project. The procurement documents reference design guidelines and specifications established by BCSS, including preferred vendors for certain systems such as Juniper for wireless access points, Bogen Nyquist for intercoms, Exacqvision for security camera NVR systems, and Lenel S2 for access control systems; however, specifications emphasize non-proprietary products with minimum three equal manufacturers listed for all items. The RFP does not explicitly state a budget range or award value; however, the fee proposal should itemize costs across the three project phases, and BCSS reserves the right to negotiate with the highest-scoring firm or proceed to lower-ranked firms if necessary.
