About this opportunity

The Orange County Sheriff-Coroner Department is requesting sealed bids from pre-qualified vendors for Job Order Contracting (JOC) services covering security electronics and detention equipment across Orange County facilities, with bids due August 19, 2026 and a mandatory virtual pre-bid meeting on August 10. Only vendors on the pre-qualified vendor list are eligible to submit bids; CML Security, LLC is identified as a qualified respondent.

Bidders must hold current California State Contractor's License Board certifications in Class B (General Building), C-10 (Electrical), and C-28 (Lock & Security). The contract is a usage-based agreement structured through The Gordian Group's Job Order Contracting Solution using a Construction Task Catalog with pre-priced and non-priced tasks across CSI Divisions 01–43. Scope encompasses security electronics, detention equipment services, and related construction work at sheriff's facilities throughout Orange County.

The not-to-exceed contract value is $3 million over a one-year term or until the total contract amount is reached, whichever occurs first. Pricing is evaluated using three adjustment factors applied to the Construction Task Catalog unit prices: normal working hours (7:00 AM to 5:00 PM, weighted 40%), other than normal working hours (5:01 PM to 6:59 AM, weighted 30%), and work in secured facilities (weighted 30%). All adjustment factors must be inclusive of overhead, profit, bond premiums, insurance, mobilization, and contingencies. The low bid is determined using the weighted formula across these three factors.

Bidders must submit a bid bond of not less than 10% of the potential maximum contract value ($300,000 minimum). Upon award, the successful bidder shall furnish a Performance Bond of $500,000 and a Payment Bond of $500,000. All contractors and subcontractors must comply with California prevailing wage requirements under Labor Code Section 1771.1(a) and register with the Department of Industrial Relations. Bids must remain valid for 120 days after closing. Questions are due by 4:00 PM on August 17, 2026 through the County's online bidding system at https://opengov.com/products/procurement/suppliers/. At least one representative from each prospective bidding firm must attend the pre-bid meeting; failure to attend results in bid rejection.
