About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 seeks design-build services to install parking lot shade structures and reconfigure parking lots at VA Medical Center Las Vegas, with Phase One proposals due November 2, 2026 at 2:00 PM PST. This is a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside.
Place of performance is North Las Vegas, Nevada (6900 N. Pecos Road). The project encompasses shade canopy installation over 948 uncovered parking stalls across Lots A, D, E, and F; parking lot reconfiguration adding approximately 61 infill stalls; pedestrian safety improvements including striped walkways, speed bumps, and LED warning signage; drainage analysis; and lighting design. All work must comply with OSHA, OHS, VA Master Specifications, VA Design Guides, International Building Code, NFPA, ADA, and ABAAS standards. Contractor personnel require Non-PIV Card clearance with 30–45 day processing.
The contract is firm-fixed-price with a magnitude between $5,000,000 and $10,000,000, with a period of performance of 550 calendar days from Notice to Proceed (assumed January 21, 2027). The procurement uses a two-phase design-build selection process. Phase One evaluates technical approach (acceptable/unacceptable basis), experience/specialized experience (up to six projects completed within five years with minimum $150,000 contract value), and past performance (5–7 CPARS evaluations or Past Performance Questionnaires). A maximum of five offerors advance to Phase Two for evaluation of key personnel qualifications, project schedule, and price using best-value trade-off methodology. Offerors must document relevant design-build projects of $3,000,000 or more and demonstrate specialized expertise in parking lot reconfiguration, structural steel shade canopy systems, and subsurface utility engineering.
NAICS 236220, Commercial and Institutional Building Construction; PSC Z2LZ, Repair or Alteration of Parking Facilities. Offerors must be SDVOSB-certified in the SBA Search database at submission and prior to award, registered in SAM.gov, and comply with Davis-Bacon prevailing wage requirements (Wage Determination NV20260091). Performance and payment bonds are required. Amendment 0005 (October 22, 2026) corrected the time zone designation to PST. No liquidated damages clause applies. The estimated award date is on or around December 31, 2026.
