About this file

This is a Statement of Work (SOW) for Design-Build services to install parking shades and reconfigure parking lots at the VA Medical Center in Las Vegas, Nevada (Project 593-26-306).

The project addresses two primary challenges at the VA Southern Nevada Healthcare System campus: unsafe pedestrian conditions with inadequate separation between vehicles and pedestrians, and extreme heat exposure in the desert climate exceeding 100°F. The Design-Build contractor must furnish all architectural and engineering (AE) design services, construction labor, materials, and supervision. The scope includes designing shade canopies with 12-foot minimum clearance, 27-foot maximum width per section, 5-degree roof slope for drainage, and cantilevered perimeter systems where feasible to minimize impacts to loop roads and utilities. The project encompasses four parking lots (A, D, E, and F) totaling 948 uncovered stalls targeted for shade coverage. Deliverables include design submittals at 35%, 65%, 95%, and 100% completion; a Basis-of-Design Report; geotechnical and utility survey reports; structural calculations; drainage analysis; and a comprehensive Parking Lot Reconfiguration Plan addressing pedestrian safety with striped walkways, speed bumps at drive inlets, LED Rectangular Rapid Flashing Beacon signage, and Loop Road crossings. Design must comply with VA Design Guides, International Building Codes, NFPA, OSHA, ADA, and ABAAS standards.

The project follows a parallel design-and-construction schedule with a total period of performance of 550 calendar days from issuance of the initial Design Notice to Proceed. Design and preconstruction to 65% must complete within 120 days, with a separate Construction NTP issued after 65% design acceptance, targeting 320-340 calendar days for construction. Final design completion is due 210 days from Design NTP, followed by 45 days for closeout including as-builts, operations and maintenance manuals, and warranties. The contractor must develop a Parking Lot Closure and Traffic Management Plan to maintain facility access throughout construction and prioritize implementation in three phases: protected pedestrian walkways and Loop Road crossings first, interior lot shade canopy coverage second, and parking stall infill third, with infill and additional lots identified as deduct alternates. Cost estimates must be broken out by individual parking lot and follow VA estimating standards. RFI responses, submittal reviews, and shop drawing reviews require 14 calendar days each from AE and VA, with expedited responses if schedule impacts occur. All work occurs during normal business hours (8:00 AM–4:30 PM, Monday–Friday, excluding federal holidays), coordinated through the Contracting Officer's Representative. Contractor personnel require Non-PIV Card clearance with a 30-45 day processing timeline, and all personnel must comply with VA Directive 0735 and HSPD-12 security requirements.

For Design-Build Services

Install Parking Shades & Parking Lot Reconfiguration

Project 593-26-306

VA Southern Nevada Healthcare System (VASNHS) VA Medical Center (VAMC) Las Vegas, NV

6900 Pecos Road, N. Las Vegas, NV 89086

1.0. PROJECT SUMMARY & INTENT

1.1. The VA Southern Nevada Healthcare System (VASNHS) campus in North Las

Vegas experiences two critical challenges impacting patient/staff safety and comfort:

1.1.1. Unsafe Pedestrian Conditions: Existing parking lots require pedestrians to navigate active drive aisles and cross the Loop Road without adequate protection. Current layouts lack sufficient dedicated walking paths, traffic-calming measures, and high-visibility crossings, creating conflict points between vehicles and pedestrians. These conditions increase the risk of accidents and impede ADA accessibility for Veterans and visitors with mobility limitations.

1.1.2. Exposure to Extreme Heat: The campus is located in a desert climate where summer temperatures routinely exceed 100°F. Veterans and staff walking from vehicles to the facility face prolonged sun exposure, elevating the risk of heat exhaustion and heat stroke, particularly for elderly and medically vulnerable populations.

1.2. This Design-Build (DB) project will deliver a comprehensive solution by using parking lot improvement documents (see Section 10.0 Reference Material) as basis of design to reduce vehicle-pedestrian conflicts, enhance accessibility, and protect Veterans and staff from extreme heat, supporting VA’s mission to provide a safe, accessible, and comfortable healthcare environment.

1.2.1. The Design Build (DB) contractor shall furnish:

1.2.1.1. Design: All design Architect and Engineering (AE) services, materials, supplies, equipment, investigations and project supervision, and construction period services associated with this contract. Design shall meet Veteran’s Affair (VA) Design

Guides and Design Criteria and VA Master Specifications at the Technical Information Library (TIL) (www.cfm.va.gov/TIL), including providing parking that meets VA parking requirements, physical security design-guide requirements, and access requirements per VA Design guide. Design shall follow all current applicable codes, including, but not limited to, International Building Codes (IBC), National Fire Protection

Association (NFPA), and Occupational Safety and Health

Administration (OSHA).

1.2.2. Construction: All labor, materials, supervision, and administration for the complete construction of the project.

1.2.3. The Design Build Contractor shall consider the site in its entirety and develop designs for parking shade canopies and reconfiguration of lots to include pedestrian walkways that fit within the site constraints.

2.0. SCOPE

The AE/DB team shall design and construct shade canopies and associated parking lot improvements as follows, in accordance with VA Design Guides, Design Criteria, and VA Master

Specifications found in the TIL:

2.1. General Basis-Of-Design

The following information shall be verified by DB AE via provided as-builts and site investigation. Intent of information will be to provide canopy appearance, proportions, and detailing that is compatible with the existing campus canopy aesthetic as described in Assignment 44 – Conceptual Design for Carports and

593-14R-200 – Existing Carport Design. New canopies shall be engineered for shade-only (wind/gravity) loading; structural members shall be optimized accordingly and shall not replicate the heavier member sizing associated with photovoltaic loading in the reference documents. Exact replication of the existing canopy system is not required; designs that achieve visual compatibility while meeting shade-only structural and VA aesthetic requirements are acceptable.

2.1.1. Minimum clearance: 12 ft under all canopies.

www.cfm.va.gov/TIL

2.1.2. Max canopy width: 27 ft per section; interior modules approx. 40 ft long;

perimeter stalls, see 2.1.7

2.1.3. Roof slope: 5° toward south for drainage.

2.1.4. Stall dimensions: 18 ft × 9 ft typical; maintain VA standard geometry and

24 ft two-way aisles.

2.1.5. Lightning Protection: Ensure new shade canopies have lightning protection designed for implementation in construction.

2.1.6. Perimeter stalls: Use cantilevered systems with footings on one side (as opposed to centered like existing carports) to minimize impacts to loop roads and utilities; Where the DB AE determines that a cantilevered system is not achievable due to site, utility, or structural constraints, the

AE shall document the basis for that determination in the applicable design submittal and propose an alternative for VA review and approval prior to proceeding.

2.1.7. Parking Lot Reconfiguration – Infill & Pedestrian Safety:

Use Assignment 21 – Draft Schematic Design and Report, Assignment 44

– Parking Study, and ED Parking Expansion for basis-of-design. For lots that do not have detailed drawings associated, apply the same basis-of-design details for implementation into those lots.

2.1.7.1. Incorporate protected pedestrian paths, speed tables, and/or crosswalks where canopy installation affects walkways.

VA Request: In lieu of speed tables in parking lots, implement striped pedestrian paths with speed bumps at drive inlets in all lots. Where site geometry, drainage, or utility conflicts preclude implementation at a specific location, the DB AE shall document the basis for the exception in the applicable design submittal and propose an alternative treatment for VA review and approval prior to proceeding. See figure below for example:

Figure 1: (Left) Shown in Assignment 21 Report; (Right) Design Intent Described in 2.1.8.2.

2.1.7.2. Implement targeted infill in landscape islands, between-lot areas, and the ED parking lot, preserving stall/aisle standards, slopes, and positive drainage. Where a specific island or area cannot accommodate infill due to drainage, utility, structural, or geometric constraints, the DB AE shall document the basis for the exception in the applicable design submittal and identify the area as a deduct alternate or note it as infeasible with VA approval prior to proceeding.

2.1.7.3. Infill and parking stall additions should include shaded canopies.

2.1.7.4. Assess the flagpole roundabout on the northeast side of campus

(between Lots A and B) for pedestrian and vehicular conflict points. Based on assessment findings, provide design recommendations and construction documents to: (1) discourage uncontrolled pedestrian passage through the roundabout via signage, delineators, or hardscape measures; and (2) improve vehicular circulation and traffic flow clarity through striping, signage, or minor geometric adjustments. Major reconstruction of the roundabout is not anticipated. The DB AE shall present findings and proposed improvements at the 35% design workshop for VA review and approval prior to advancing the design.

2.1.7.5. Ensure compliance with PG-18-10, ADA, ABAAS, and FHWA

RRFB signage standards.

2.2. Parking Lots and Coverage Targets

AE shall verify counts and layout during design survey(s):

2.2.1. Lot A: 127 uncovered stalls (84 perimeter, 43 interior).

2.2.2. Lot D: 466 uncovered stalls (117 perimeter, 349 interior).

2.2.3. Lot E: 177 uncovered stalls (101 perimeter, 76 interior).

2.2.4. Lot F: 178 uncovered stalls (63 perimeter, 115 interior).

2.3. Structural and Site Considerations

2.3.1. Design foundations and structural systems per local wind/seismic codes and VA standards; consider geotechnical recommendations for pier embedment and uplift resistance.

2.3.2. Preserve existing drainage patterns; maintain positive flow and avoid ponding per VA TIL Parking Design Manual & Demand Model; integrate gutter/downspout systems as needed.

2.3.3. Perform utility conflict analysis (i.e. ground-penetrating radar, SUE Level

A/B + potholing, etc.) before footing design.

2.3.4. Use corrosion-resistant finishes and match campus color palette.

2.3.5. Accessibility and Pedestrian Safety

2.3.5.1. Provide 6 ft minimum width for secondary walkways.

2.3.5.2. Install striped crosswalks, speed tables, and LED RRFB signage at crossings per FHWA and VA guidelines.

2.3.5.3. Ensure lighting for nighttime pedestrian activity along new paths.

2.3.5.4. Include striped crossings with speed bump protection across

Loop Road on west side of campus, connecting the outer parking lots A & F to the outer loop ring (see Assignment 21 – Draft

Schematic Design and Report, pg. 12-16 for more information)

2.3.5.4.1. Apply lighting requirements for pedestrian

crossings as established in Assignment 21 – Draft

Schematic Design and Report (General Note 4) to all new crossings across the Loop Road.

2.4. Deliverables and AE Responsibilities

2.4.1. Design Submittals: 35%, 65%, 95%, 100% drawings/specifications.

2.4.2. Basis-of-Design Report: Document canopy system selection and deviations from existing details.

2.4.3. Technical Reports: Geotechnical, structural calculations, drainage analysis, utility survey, parking lot reconfiguration plan.

2.4.3.1. Parking Lot Reconfiguration Plan: The DB contractor shall develop a Parking Lot Reconfiguration Plan as part of the 35% design submittal, updated at each subsequent design milestone, and substantially complete and approved by VA no later than

65% design acceptance. The plan shall be approved by VA prior to issuance of the early Construction Notice to Proceed (NTP) and shall, at minimum, detail the following:

• Targeted infill feasibility and implementation plans/drawings for landscape islands, between-lot areas, and the ED parking lot, preserving stall/aisle standards, slopes, and positive drainage;

• Integration of protected pedestrian paths, striped crossings with speed bump protection at drive inlets, Loop

Road crossings, and LED RRFB signage at conflict points per FHWA, MUTCD, and VA guidelines;

• Assessment findings and proposed improvements for the flagpole roundabout between Lots A and B, per Section

2.1;

• Verification of no conflicts with structural, utility, or drainage systems; for lots deferred due to unresolved conditions, a phasing narrative identifying the resolution path and projected construction start in lieu of completed plans at 65%, with full plans provided at 95%/100%;

• A proposed phasing plan and construction schedule identifying the sequence of lot closures and early-phase construction areas, coordinated with Section 3.2;

• A Parking Lot Closure and Traffic Management Plan detailing coordinated, phased lot shutdowns that maintain facility access for VA staff and patients throughout construction; identification of VA patient transportation service drop-off and pick-up zones, as provided by the

COR, with approved temporary alternatives established and operational prior to each associated closure; and temporary wayfinding and traffic control signage designed, fabricated, installed, and maintained by the DB contractor per VA TIL and MUTCD standards.

• Where any element above is determined to be infeasible at a specific location, the DB AE shall document the basis and propose an alternative for VA review and approval prior to proceeding. The COR will identify VA patient transportation service providers and designated drop-off areas at or following the Kick-Off Meeting to inform the contractor's planning efforts.

2.4.4. Cost Estimates: Use VA estimating standards. Break out costs by individual parking lot and provide a prioritized list for implementing shade structures and pedestrian-safety reconfiguration. The priority sequence for design and construction shall be: (1) protected pedestrian walkways and Loop Road crossings; (2) shade canopy coverage for interior lots;

and (3) parking stall infill, including the ED Parking Expansion. Identify parking stall infill and/or additional lots as deduct alternates to maintain the established construction limit.

2.4.5. Schedule: Phased construction schedule to maintain parking operations and facility access, coordinated with the Parking Lot Closure and Traffic

Management Plan per Section 2.4.3.1.

3.0. Period of Performance (PoP) & Separate Construction NTP

3.1. Overall PoP (Parallel Design & Construction)

3.1.1. Design & Preconstruction (to 65%): Target 120 calendar days from issuance of Design NTP, including BOD/SUE/Geotech, QCP, and

35%/65% workshops.

3.1.2. Construction (separate NTP; parallel start): Target ~320–340 calendar days from Construction NTP (issued after VA acceptance of 65%).

3.1.3. Final Design (95%/100% IFC): Complete by Design NTP + 210 days, supporting early fabrication/field work.

3.1.4. Closeout: 45 calendar days for as-builts, O&M, warranties, etc.

3.1.5. Total project PoP (Design Phase, Construction Phase, and → Final

Acceptance): 550 calendar days from issuance of the initial design NTP. This range represents the contractual ceiling for project duration.

The DB contractor shall refine and confirm the project schedule at the

35% design milestone based on AE findings, utility conditions, and hospital operations; schedule refinements shall fall within the established ceiling and shall not extend the contract period of performance without a formal contract modification.

3.2. Separate Construction NTP Provision

3.2.1. VA may issue a separate Notice to Proceed (NTP) for construction upon acceptance of the 65% design and associated investigative reports —

BOD, SUE Level A/B with potholing, and Geotechnical Report. The intent of the early Construction NTP is to permit the DB contractor to commence surface-level work — including pedestrian walkway construction, striping, signage, speed bump installation, and parking lot reconfiguration — in areas where shade canopy installation is not yet underway, thereby advancing the project schedule in parallel with long-lead canopy fabrication and submittal review.

The DB contractor shall identify, within the 65% Parking Lot

Reconfiguration Plan, which lots and work elements are proposed for early-phase construction and confirm feasibility of phased lot closures given hospital operations and parking availability.

Early Construction NTP is contingent on validated investigative reports and VA acceptance of the 65% design. If utility conflicts, geotechnical findings, or ADA/drainage constraints in the proposed early-phase areas remain unresolved at the time of 65% acceptance, the Construction NTP for those areas shall be deferred until conflicts are resolved, to avoid utility strikes, foundation redesigns, ADA nonconformance, or cost and schedule impacts.
