About this file
This is a Basis of Design Report for a conceptual design project to add covered parking carport structures to three parking lots (A, E, and F) at the North Las Vegas VA Medical Center. The report was prepared by Vali Cooper International, LLC (VCI) and Morrison-Maierle for the Department of Veterans Affairs and dated January 7, 2026 (Project #593-26-302).
The project analyzes existing carport canopy layouts with solar panels currently installed in parking lots A through E and proposes extensions to provide covered parking for currently uncovered stalls. Existing canopy structures utilize reinforced concrete pier foundations with embedded steel HSS columns, steel beams in T-configuration, steel C-channel purlins, and light-gauge metal roof decking supporting solar panels. Parking Lot A currently has 381 covered stalls with approximately 72,430 square feet of canopy area; expansion opportunities include 84 perimeter stalls and 43 interior stalls for 34,700 additional square feet. Parking Lot E has 170 covered stalls with 30,285 square feet; opportunities exist for 101 perimeter and 76 interior stalls totaling 37,700 square feet. Parking Lot F has zero covered stalls but offers potential for 63 perimeter and 115 interior stalls totaling 77,700 square feet. In aggregate, full coverage would provide approximately 482 additional covered parking stalls and 150,000 square feet of solar panel area, potentially reducing the existing 196,111 square-foot solar farm footprint. The parametric cost estimate is classified as AACE Class 5 (accuracy range -50% to +100%) with a six-month construction schedule. Estimate methodology references RS Means 2024 data, Davis-Bacon labor rates, 8.375% Nevada sales tax, 25% design contingency, 35% local market conditions factor, and assumes a Service-Disabled Veteran-Owned Small Business (SDVOSB) prime contractor with subcontractor performance. The report may serve as a basis for future Design-Build or Design-Bid-Build procurement packages once funding is secured.

1.0 Introduction
1.1 Project Background
The VA Southern Nevada Healthcare System (VASNHS) engaged consultants to provide a clear, concise, and comprehensive (20) twenty-year master plan using data-driven decisions to fulfill the existing Facility’s doctrine and vision for the future. The planning process included collaborative charrettes for evaluating the existing VASNHS facility, known deficiencies, potential opportunities, and the incorporation of future projects. This was completed in February 2025, and a needs assessment and recommendations were provided.
1.2 Purpose
The Department of Veterans Affairs (VA) is requesting support in a conceptual design and cost estimate to re-design the parking lots in A, E, & F to include covered parking. VASNHS will present this report to leadership and seek funding for projects from contracting that they feel offer value and benefit to Veterans. The report may also be used as a basis for a procurement package for solicitation to prospective DB or DBB contactors once funding is secured and it becomes a Project.
The purpose of this specific assignment is to analyze the existing parking canopy layout and determine if new canopy structures can be provided for stall currently uncovered. This schematic report can be further developed into a construction drawing set by an assigned Architect / Engineer of Record.

3.0 Existing Site Analysis
3.1 Constraints
3.1.1 Existing Infrastructure
The main constraint for this task is the existing roadways, parking areas, and Design report for the reconfiguration of the parking lots, which prioritize pedestrian safety, and existing shade canopies. The
Project #593-26-302 | 1/7/2026 Page 4 existing parking lots, drop-off zones, and drives can be revised; however, major changes to these areas are limited.
3.1.2 Parking Layout
Canopy support systems that require a significant reduction in parking availability are not desirable.
Additionally, the single parking lanes along the outer circle of the parking areas are not geometrically efficient and will require additional framing to support the canopies along the curved section.
Furthermore, the canopy for these parking stalls will only require half the canopy area with the same support structure.
3.2 Topography
The general slope of the site is gradual from north to south.
3.3 Vegetation
The majority of the site is xeriscaped with select trees, shrubs, and other various plantings.
3.4 Geotechnical Conditions
Geotechnical conditions were not taken into consideration for this Task.
3.5 Existing Utilities
Existing utilities were not taken into consideration for this Task.
4.0 Parking Lot Canopy Carports
4.1 Existing Canopy & Solar Panels Lots A, E, and F
4.1.1 Existing Carport Canopies
Carport canopies, with solar panels, are currently erected in parking lots A-E. Parking lots B and C appear to have full coverage of the parking stalls, with the outer perimeter stalls excluded. Parking lots A and E provide partial coverage of the internal stall, with the perimeter stalls excluded. Parking lots D and F have minimal canopy coverage on both their interiors and perimeters.
The existing canopy support structure used in the party lots appears to be the same system for each parking area. The framing and structural support system consists of the following:
Foundation – Reinforced concrete piers extending approximately 3’-0” above grade. The concrete foundation does extend below grade, but the depth was not confirmed.
Canopy columns - Steel HSS sections embedded in the concrete pier foundation, extending up to the roof structure
Canopy beams – Steel HSS section attached to the top of the column in a “T” configuration, creating a moment connection to support the metal roof deck
Figure 1 - Typical Canopy Framing
Project #593-26-302 | 1/7/2026 Page 5
Canopy purlins – Steel C-Channel spanning between the beams supporting the metal canopy deck.
Canopy Roof – Light-gauge metal roof deck supporting the Solar panels
Lateral resisting system – Cantilever columns system with resistance created by the embedded steel columns in the concrete piers, and moment connection of the canopy beams to the top of columns.
See Figure 1 for the typical framing layout.
4.1.2 Parking Lot A
Parking lot A, currently has 381 parking stalls with canopy cover. The canopy cover in Lot A is the same system as noted in Figure 1. Additionally, the current canopy area allowing for solar panels is approximately 72,430 sq. ft. See Figure 2
4.1.3 Parking Lot E
Parking lot E currently has 170 parking stalls with canopy cover. The canopy cover in Lot E is the same system as noted in Figure 1.
Additionally, the current canopy area allowing for solar panels is approximately 30,285 sq. ft. See Figure 3
Figure 2 - Lot A
Project #593-26-302 | 1/7/2026 Page 6
4.1.4 Parking Lot F
Parking lot F currently has 0 parking stalls with canopy cover. Additionally, the current canopy area allowing for solar panels is approximately 0 sq. ft. See Figure 4.
4.2 Parking Lot A
Parking lot A currently has the largest number of parking stalls under a covered canopy and provides the greatest total area for solar panel support. However, there are opportunities to gain 84 covered parking stalls along the perimeter, 43 in the interior, for a total of 127. Approximately 34,700 total square footage for solar panel support can be added if all areas are covered, per Figure 5 and 6
4.3 Parking Lot E
Parking lot E currently has many parking stalls under a covered canopy and provides a large area for solar panel support. However, there are opportunities to gain 101 covered parking stalls along the perimeter and 76 in the interior, totaling 177. Approximately 37,700 total sq. ft. of solar panel support can be added if all areas are covered, per Figure 7.

Figure 5 – Lot A North
Figure 6 – Lot A South
Project #593-26-302 | 1/7/2026 Page 7
4.4 Parking Lot F
Parking lot F currently does not have any parking stalls under a covered canopy and does not provide the an area for solar panel support. There is a great opportunity to gain 63 covered parking stalls along the perimeter and 115 in the interior, for a total of 178. Approximately 77,700 total square feet of solar panel support can be added if all areas are covered, per Figure 8.
4.5 Canopy Structure
The new canopy structure for the interior parking stalls for lots A, E, and F shall match the existing canopy structure as noted in Figure 1. The existing canopy structure, to be used in Lots A, E, and F, along the interior parking areas, shall meet all current design codes and requirements. Along the perimeter of each lot, a similar type of canopy framing system can be utilized, such as an inverse “L” type cantilever framing system or half of the existing system noted in Figure 1.
4.6 Covered Parking and Solar
If elected to provide covered parking for all stalls along the interior and perimeter of lots A, E, and F, the VA would gain approximately 482 more covered parking stalls. Assuming the same canopy support system is used to cover the new stalls, approximately 150,000 sq. ft of added solar panel area would be provided by the new canopies.
Currently, the solar farm is approximately 196,111 sq. ft in size. If the canopies noted in this report are installed, the area provided by the canopies could reduce the footprint of the solar farm by approximately 150,000 Sq. ft. The final total area provided, and the existing solar farm area shall be verified and confirmed with a final canopy design, layout, canopy roof area, and field verification of the existing solar

4.7 Additional Parking Stalls
5.0 Parametric Cost Estimate
A parametric cost estimate was completed for this task for the construction of the infrastructure shown on the Basis of Estimate (BOE)
The scope of work, plans, standards, references, forms, and methodology used in the development of the estimates are listed below.
A. All estimates and corresponding supporting documentation are provided in accordance with the “Manual for Preparation of Cost Estimates & Related Documents for VA Facilities,” dated March 8th, 2011.
B. Estimate is classified as a Parametric Class 5 as defined by AACE International Recommended Practice 56R-08 with an expected accuracy range of -50% to +100%.
C. RS Means 2024 Commercial New Construction and RS Means 2024 Site Work and Landscape cost books have been referenced in conjunction with historical bid pricing and additional federal agency cost libraries to develop unit costs.
D. Estimate quantities are derived from quantitative take-off (QTO) development.
E. Estimate Work Breakdown Structure (WBS) is based upon current guidance indicated within the “Modified Tri-Service Work Breakdown Structure”.
F. Schedule is identified as 6 months total duration. Sequencing impacts have been addressed within Add-Ons and are identified within the estimate.
5.1 Clarifications
The following parameters were used in the development of the cost estimates:
A. Unit pricing is based on cost libraries which are derived from RS Means 2024 Commercial New Construction, RS Means 2024 Site Work and Landscape, and the 2024 English Cost Book. Historical and market-based pricing has been adjusted to reflect the current PAX DOD Area Cost Factor (ACF) and RS Means City Cost Indices for 2024.
B. Hourly labor rates are derived from Davis-Bacon determination. Average wages were combined with identified Fringe benefits, Payroll tax, and Workers Compensation (WCI) to develop burdened hourly rates. Lodging and M&IE expenses are based upon GSA/FTR rates.
C. Labor Add-Ons are identified and applied as follows:
1) Labor Adjustment Factor, generally, adds to labor at 10% of Labor Cost Only. The adjustment factor is based on labor inefficiencies identified due to weather conditions and potential phasing concerns.

Refer to Assignment 44 - Parking Lot Canopies and Ped Bridge - Parking Study
Project #593-26-302 | 1/7/2026 Page 9
2) Add for Small Tools at 2% of Labor Cost reflects the appropriate percentage for small tools and consumables.
D. Material Add-Ons as follows:
1) Las Vegas, Nevada Sales Tax Rate at 8.375% of material costs.
E. Design Contingency is set at 25%.
F. Local Market Conditions are set at 35%. See Section 5.4 below.
G. The size and scope of work are too small for large businesses; as a result, the markups will be slightly elevated. We have utilized 25% subcontractor markups based on similar size projects.
H. Job Conditions Allowances considered in the Schematic Design cost estimate as follows:
1) Labor availability, shortage, add, modifications @ 12%
2) Subcontractor availability, shortage, add modifications @ 10%
I. Estimate assumes that Prime Contractor will be a SDVOSB with the majority, if not all work, to be performed by subcontractors.
5.2 Market Survey/Analysis – Las Vegas, NV
Local Market Conditions established at 25% due to review of 2019 PAX DOD Area Cost Factors, 2024 RS Means City Cost Indices, and Turner Cost Indices. After reviewing current market conditions and small business goals, the size and scope of the project may restrict larger firms from bidding, thus restricting the potential bid pool. A market factor of 25% was established to account for bid pool concerns.
